Amends the Illinois Vehicle Code. Creates the offense of distracted driving, which a person commits by operating a motor vehicle in violation of a law or ordinance governing the movement of vehicles while also engaging in certain activities. Provides that a law enforcement officer may charge a person with distracted driving if the officer (i) has stopped the person for any violation of a law or ordinance governing the movement of vehicles and (ii) determines that the person was driving while distracted. Specifies that distracted driving may not be recorded on a person's driving record, but requires a person who has committed distracted driving to pay an additional fine equivalent to the amount of the fine for the underlying offense that he or she committed.

Amends the Counties Code. Authorizes the county board of any county to acquire any improved or unimproved real property the acquisition of which is necessary for the rehabilitation or redevelopment of any "blighted or slum area". Provides that the county may use any property acquired for the public use of the county. Provides that a county may sell, lease, or exchange such property as is not required for the public purposes of the county. Defines "blighted or slum area".
Amends the Election Code. Makes changes with respect to: the number of political committees a candidate may organize; designation of political committees to receive campaign contributions; limits on campaign contributions; prohibitions against campaign contributions from certain persons and entities; disclosure of independent campaign expenditures; disclosure of coordinated campaign contributions; filing of campaign finance reports; State Board of Elections actions that require open meetings; and Internet posting of complaints of campaign finance violations and disposition of those complaints. Amends the Illinois Procurement Code. Makes the pay-to-play prohibition against campaign contributions from certain State contractors applicable with respect to General Assembly members, candidates, and agencies. Effective June 15, 2009, but the State Board of Elections has 120 days to implement electronic reporting requirements.
Amends the Illinois Public Labor Relations Act. In the case of peace officers, expands the scope of arbitration to include residency requirements in municipalities of 1,000,000 or more population. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Liquefied Petroleum Gas Regulation Act. Adds a provision concerning a limitation of liability (contains only a Section caption).
Amends the Criminal Justice Information Authority Act. Provides that the Illinois Criminal Justice Information Authority shall enter into a contract with the Illinois Law Enforcement Alarm System ("ILEAS") to represent local law enforcement agencies in Illinois in the application process for local law enforcement equipment grants emanating from either State or federal sources. Requires ILEAS to (i) establish, manage, and implement a unified grant application process and clearinghouse for local Illinois law enforcement equipment grants and (ii) to manage the distribution of these grant funds within the guidelines as established by law and by each individual grant. Requires the Illinois Criminal Justice Information Authority to provide ILEAS with the appropriate management and administrative funds provided in each grant to defray the costs of the management of this grant system.
Amends the Liquefied Petroleum Gas Regulation Act. Provides that no legal action shall be commenced or maintained against any person engaged in the business of selling at retail, supplying, handling, or transporting liquefied petroleum gas in this State if the alleged injury, damage, or loss was caused by: (1) the alteration, modification, or repair of liquefied petroleum gas equipment or a liquefied petroleum gas appliance if done without the knowledge and consent of the liquefied petroleum gas seller, supplier, handler, or transporter; or (2) the use of liquefied petroleum gas equipment or a liquefied petroleum gas appliance in a manner or for a purpose other than that for which the equipment or appliance was intended and that could not reasonably have been expected.
Amends the Illinois Criminal Justice Information Act. Makes a technical change in the Authority's powers and duties Section.
Amends the Airport Authorities Act. Makes a technical change in a Section concerning the petition to set forth a tax rate.
Amends the Election Code. Provides for the election of Supreme, Appellate, and Circuit Court judges, State's Attorneys, and sheriffs at the general election on a non-partisan (now, partisan) basis. Requires those seeking nomination as candidates for those offices to circulate and file non-partisan petitions to appear on the general primary ballot. Makes the minimum number of petition signatures required for the offices of State's Attorney and sheriff the lesser of 500 (or 3,000 in Cook County) or 0.5 % of the number of votes cast in the county (or counties, if a multi-county office) at the last general election (now, 0.5% of the number of votes of the relevant political party cast in the county or counties at the last general election). Limits the number of candidates nominated for each of those offices at the general primary to twice the number of persons to be elected to that office at the general election. Effective January 1, 2011.
