Amends the Illinois Vehicle Code. Provides that an ordinance that provides for the administrative adjudication of automated traffic law enforcement system violations shall require that all determinations by a technician employed or contracted by the municipality or county that a motor vehicle committed a violation must be reviewed and approved by a law enforcement officer. Requires a municipality or county issuing an automated traffic law enforcement system violation to provide a website address to an alleged violator on the notice of violation. Provides that the camera housing of an automated traffic law enforcement camera installed at an intersection must be distinctive in color in order to be visible to approaching traffic. Provides that a municipality or county that has one or more intersections equipped with an automated traffic law enforcement system must provide notice to drivers by posting signs in dedicated right turn lanes indicating that a complete stop is required prior to making a right turn on red and posting the locations of the systems within the municipality or county on the municipality or county website. Provides that an intersection equipped with an automated traffic law enforcement system must have a yellow change interval that conforms with the Manual on Uniform Traffic Control Devices published by the U.S. Department of Transportation. Provides that a municipality or county shall make a certified report to the Secretary of State in order to suspend a registered owner's driving privileges whenever a registered owner of a vehicle has failed to pay any fine or penalty due and owing as a result of 5 automated traffic law enforcement system violations.
Amends the Illinois Public Labor Relations Act. In the case of peace officers, expands the scope of arbitration to include residency requirements in municipalities of 1,000,000 or more population. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Professional Boxing Act. Makes a technical change in a Section concerning the powers and duties of the Department.
Amends the Criminal Code of 1961. Creates the offense of unlawful manipulation of a judicial sale. Provides that a person commits the offense when he or she knowingly and by any means makes any contract with or engages in any combination or conspiracy with any other person who is, or but for a prior agreement is, a competitor of such person for the purpose of or with the effect of fixing, controlling, limiting, or otherwise manipulating (1) the participation of any person in, or (2) the making of bids, at any judicial sale. Provides that unlawful manipulation of a judicial sale is a Class 3 felony. Provides that a mandatory fine shall be imposed for a violation, not to exceed $1,000,000 if the violator is a corporation, or, if the violator is any other person, $100,000. Provides that a second or subsequent violation is a Class 2 felony. Establishes injunctive relief and a private right of action for damages or injunctive relief. Effective immediately.
Amends the Workers' Compensation Act. Makes a technical change to a Section concerning the Self-Insurers Advisory Board.
Amends the Criminal Code of 1961. Exempts from an eavesdropping violation, recordings made simultaneously with a video recording of an oral conversation between a peace officer, who has identified his or her office, and a person stopped for an investigation of an offense under Illinois law (rather than the Illinois Vehicle Code), in the presence of the peace officer while the officer is performing his or her official duties, or utterances made by the person while an occupant of a police vehicle including, but not limited to, recordings made by in-car video cameras. Effective immediately.
Amends the Illinois Public Aid Code. Provides that the Department of Healthcare and Family Services shall require all generic drug manufacturers whose products are to be provided to Medicaid recipients to compete in a competitive bidding process created by the Department to ensure that the Department is providing Medicaid recipients with quality generic products at a competitively bid cost.
Amends the State Budget Law. Requires the Governor's budget to include projections of revenues and expenditures for the 5 following fiscal years. Sets forth requirements for the projections. Requires the budget for the next fiscal year to set forth new or expanded expenditures of $1,000,000 or more. Requires the Governor's Office of Management and Budget to review previous projections and compare them to actual receipts and expenditures. Requires the Governor to submit 5-year projections for expenditures not included in the Governor's initial budget before the General Assembly approves appropriation bills. Contains other provisions. Amends the Fiscal Note Act to require a 5-year projection of expenditures if the note indicates an increase of expenditures of $1,000,000 or more. Effective immediately.
Amends the General Assembly Organization Act. Makes a technical change in a Section concerning the deposit of books, bills, documents, and papers with the Secretary of State.
