Amends the Illinois Local Library Act. Makes a technical change in a Section concerning penalties.

Amends the Illinois Optometric Practice Act of 1987. Provides that every licensed optometrist shall keep a record of examinations made and prescriptions issued and shall be retained in the office in which such professional service was rendered or in a secure offsite storage facility. Provides that all fines collected as a result of discipline by the Department of Professional and Financial Regulation shall be deposited in the Optometric Licensing and Disciplinary Board Fund. Provides that a ground for disciplinary action shall include the discounting of professional services in conjunction with the sale of goods or other services.
Amends the Environmental Protection Act. Establishes NPDES permit fees for Concentrated Animal Feeding Operations (CAFOs). Effective immediately.
Amends the Recyclable Metal Purchase Registration Law. Provides that all purchases of recyclable metal must be recorded as provided in the Act, instead of only purchases of recyclable metal with a minimum value of $100. Provides that recyclable metal dealers must retain transaction records for 3 instead of 2 years. Requires dealers to ask about where the recyclable metal was obtained. Requires a recyclable metal dealer that suspects property in his or her possession to be lost or stolen to immediately notify local law enforcement. Restricts the purchase and sale of specific materials without documentation of ownership. Provides that recyclable metal dealers cannot pay cash, nor make payment at the time of the transaction, for specified metals. Provides that it is a violation of the Act for a recyclable metal dealer to purchase or attempt to purchase recyclable metal from persons convicted of specified felonies, when the dealer has been informed of such convictions by law enforcement. Provides that any person, in addition to a recyclable metal dealer, who knowingly fails to comply with the Act is guilty of a Class A misdemeanor for the first offense, and a Class 4 felony for the second or subsequent offense.
Amends the State Employment Records Act. Provides that each State agency shall include in its annual report a description of the agency's activities in implementing the State Asian Employment Plan. Amends the Department of Central Management Services Law. Provides that in consultation with knowledgeable persons and organizations, the Department shall each year prepare an Asian Employment Plan and report to the General Assembly each State agency's activities that implement the plan. Provides that each State agency shall implement strategies and programs in accord with the State Asian Employment Plan to increase the number of Asian State employees in supervisory, technical, professional, and managerial positions. Requires each agency to report annually to the Department and the Department of Human Rights concerning the agency's activities in implementing the plan. Specifies information to be included in each agency's annual report. Effective immediately.
Amends the School Code. Provides that after June 1, 2012 persons may not be nominated for General Assembly scholarships and that General Assembly scholarships may not be awarded after that date unless the nomination is made prior to that date. Prevents both second nominations for any lapsed General Assembly scholarship and nominating persons to the unused or unexpired parts of any vacated General Assembly scholarship after June 1, 2012. Effective immediately.
Directs the Illinois Law Enforcement Training Standards Board to convene a Task Force on Police Officer Suicide in Illinois to study and evaluate all available data on the subject and submit its findings and make recommendations for what action, if any, may be necessary to prevent police officer suicide in the State of Illinois.
Urges Congress to fully fund Amtrak and the high speed rail program, and urges Congress to eliminate any provision that would reduce the federal investment in State-supported Amtrak service.
Amends the Counties Code. Provides that State's Attorneys shall be entitled to a $2 fee paid by the defendant on a judgment of guilty or grant of supervision for any violation of the Illinois Vehicle Code, as well as any felony, misdemeanor, or petty offense. Provides that the fees shall be used by the State's Attorney's office to establish and maintain automated record keeping systems, and requires that the fees be remitted to the county treasurer to deposit into a special fund.
