SENIOR TAX DEFERRAL-INCOME

Amends the Senior Citizens Real Estate Tax Deferral Act. Beginning in tax year 2012, increases the taxpayer's income limit from $50,000 to $55,000. Provides that "qualified property" must not be held in trust, other than an Illinois land trust with the taxpayer identified as the sole beneficiary, if the taxpayer is filing for the program for the first time effective as of the January 1, 2011 assessment year or tax year 2012 and thereafter. Effective as of the January 1, 2011 assessment year or tax year 2012 and thereafter, provides that the total amount of any deferral shall not exceed $5,000 per taxpayer in each tax year. Effective immediately.

CRIM CD-JUVENILE DELINQUENT

Amends the Criminal Code of 1961. Prohibits adjudicated juvenile delinquent child sex offenders from being present in certain places or loitering near such places when persons under 18 are present. Provides exemptions. Provides that the penalty for violation is a Class 4 felony.

CRIM CD-FINANCIAL CRIME

Amends the Criminal Code of 1961. Provides that a financial crime, the full value of which exceeds $500,000 but does not exceed $1,000,000, is a Class 1 non-probationable felony. Provides that a financial crime, the full value of which exceeds $1,000,000, is a Class X felony.

FOID-MUNI REG-RIFLES/SHOTGUNS

Amends the Firearm Owners Identification Card Act. Provides that the regulation of the acquisition, possession, transportation, storage, purchase, selling, and dealing in rifles and shotguns legally purchased or possessed under federal and State law and their ammunition, components, accessories, and accoutrements is an exclusive State power and function and may not be exercised by units of local government, including home rule units. Provides that the regulation by units of local government, including home rule units, of gun shows and firearm sales to gun club members is limited to imposing licensing fees and occupation and use taxes that are the same for other sporting goods businesses.

LIQUOR - MEMORIAL HALL

Amends the Liquor Control Act of 1934. Provides that alcoholic liquors may be delivered to and sold at Veterans Memorial Hall, located at 211 North Main Street, Rockford in Winnebago County. Effective immediately.
