Amends the Criminal Code of 1961. Repeals provisions requiring a log to be kept for sales of certain caustic substances. Effective immediately.

Amends the Code of Civil Procedure. In provisions concerning joint liability provides that a municipality, or any employee, officer, or agent of a municipality, is liable only for the percentage of fault attributable to it by the trier of fact.
Amends the Condominium Property Act. Makes a technical change in the short title Section.
Amends the Unified Code of Corrections. Provides that every person who has been twice convicted in any state or federal court of a felony offense that contains the same element of the intentional or knowing infliction of great bodily harm, permanent disability or permanent disfigurement as the felony offense for which the person is now to be sentenced and the current offense was committed after the 2 prior convictions, shall be adjudged an habitual violent offender. Provides that, except when the death penalty is imposed, anyone adjudged a habitual violent offender shall be sentenced to a term of natural life imprisonment.
Amends the Illinois Municipal Code. Provides that any unincorporated territory containing 60 acres or less may be annexed by any municipality by which it is bounded if it is wholly bounded by one or more municipalities and property on which a federally funded research facility in excess of 2,000 acres is located. Effective immediately.
Amends the Illinois Controlled Substances Act. Defines "school" as a preschool, kindergarten, nursery, elementary or secondary educational institution, vocational school, special educational facility, or any other elementary or secondary educational agency.
Amends the Illinois Vehicle Code. Provides that the Secretary of State shall designate on each driver's license issued a space where the licensee may indicate that he or she has been diagnosed with aphasia.
Amends the Vital Records Act to provide that the electronic reporting system for death registrations shall be used to transfer information to the Department on Aging for the administration of the Seniors Ride Free program.
Amends the Park District Code. Provides that bonds issued by the Carol Stream Park District approved by referendum at the February 2, 2010 general primary election are not subject to the certain percentage limitations imposed, and shall not be considered as part of the existing principal indebtedness of that district.
Amends the Property Tax Code. Provides that, if in any taxable year the governing authority of any taxing district determines that a surplus of funds is available from any source, that taxing district may, by resolution or ordinance, eliminate its tax levy for that taxable year. Provides that the taxing district may resume its tax levy in any subsequent taxable year without additional referendum approval.
