Amends the Counties Code, the Illinois Municipal Code, and the School Code. Provides that a municipal police department, or the county sheriff's office of a county if the school district, park district, or college or university is located in an unincorporated area or in a municipality without a police department, upon request of a public school district, public park district, or public college or university located within the municipality or located in an unincorporated area of the county or within a municipality that does not have a police department, may conduct a fingerprint-based criminal history records check to determine if an applicant for employment with the district, college, or university has been convicted of any offense that would disqualify the applicant for employment with the district, college, or university. Provides that the information obtained from the background check is confidential. Provides that any person who releases any confidential information concerning any criminal convictions of an applicant for employment shall be guilty of a Class A misdemeanor, unless the release of such information is authorized by law.

Amends the Clerks of Courts Act. Provides that a county board may authorize the clerk in its county to charge and collect an additional $2 automation fee for use by the State's Attorney of the county to defray its office expenses relating to the automation of court records. Provides that costs allowed to be paid from the additional $2 fee collected include hardware, software, research and development costs, and personnel expenses related thereto, provided that the expenditure is requested and approved by the State's Attorney and by the county board.
Amends the Liquor Control Act of 1934. Provides that the designee of the mayor or president of the board of trustees of a city, village, or incorporated town or the designee of the president or chairman of a county board may be the local liquor control commissioner. Makes corresponding changes. Effective immediately.
Amends the Illinois Public Labor Relations Act. With respect to the Act's provisions applicable to security employees, peace officers, fire fighters, and paramedics, includes emergency service support staff.
Amends the Private Detective, Private Alarm, Private Security, and Locksmith Act of 2004. Replaces the definition of "armed proprietary security force" with "proprietary security force". Requires security officers to be registered by the Department of Financial and Professional Regulation. Exempts proprietary security forces from the record-keeping requirements of the Act and, instead, requires proprietary security forces to maintain a file containing certain documents. Exempts all security officers currently employed by qualified employers on the effective date of this amendatory Act from the Act for as long as they remain employed as a security officer by their current employer. Makes related changes.
Amends the Cook County Article of the Illinois Pension Code. Adds corrections officers with the County Department of Corrections who withdraw or retire after December 31, 2006 to provisions concerning annuities for members of the County Police Department. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Unified Code of Corrections. Provides that the court may extend any period of probation, conditional discharge, or supervision beyond the limits set forth in the statute for the payment of any unpaid fines, fees, and costs.
Amends the Illinois Vehicle Code. Provides that a rail carrier's duty to maintain fences on both sides of its road ends when the carrier permanently ceases operations over the line.
Amends the Code of Criminal Procedure of 1963. Provides that a judge may approve the issuance of a search warrant based on an oral statement that is audio recorded. Provides that when the judge approves such a warrant, the judge shall orally authorize the law enforcement officer requesting the warrant to sign the judge's name and document the exact time and date when the warrant was ordered to be issued on the original warrant.
Amends the Local Governmental and Governmental Employees Tort Immunity Act. Makes a technical change in the short title Section.
