Amends the Illinois Controlled Substances Act. Provides that Salvia divinorum is a Schedule I controlled substance.

Amends the Illinois Vehicle Code. Provides that the results of a preliminary breath screening test may be used by the prosecution in any administrative or court hearing where the defendant is contending that the officer did not have reasonable suspicion to believe that the defendant was driving under the influence of alcohol, drugs, or intoxicating compounds. Provides that these results may be used by the prosecution in a DUI court proceeding only to rebut evidence that the defendant was not intoxicated at the time of arrest.
Amends the Department of Transportation Law of the Civil Administrative Code of Illinois, the Counties Code, the Township Code, the Illinois Municipal Code, the Park District Code, and the School Code. Authorizes the Department of Transportation and any unit of local government, park district, or school district that contains vacant lands owned by the Department to enter into a lease agreement for the use of those vacant lands. Provides that the lease agreement may be for less than fair market value and must prohibit the unit of local government, park district, or school district from erecting any permanent structure upon the property. Effective immediately.
Amends the Minimum Wage Law. Exempts seasonal park district employees from the overtime pay requirements of the Minimum Wage Law if those employees are exempted, under provisions of the Federal Fair Labor Standards Act of 1938 relating to specified seasonal employees, from federal overtime pay requirements. Effective immediately.
Amends the Code of Criminal Procedure of 1963. Provides that a statement of a witness is not excluded at the trial of any defendant by the hearsay rule or as a violation of any right to confront witnesses if the witness was murdered by the defendant to prevent the witness from testifying or participating in any criminal investigation or prosecution against the defendant.
Amends the Illinois Vehicle Code. Provides that the insurance card that is to be carried within every vehicle must indicate the liability coverage limits applicable to the vehicle.
Amends the Cook County Article of the Illinois Pension Code. Provides that a county corrections officer who suffers a heart attack or stroke as a result of the performance and discharge of his or her duty as a county corrections officer shall be considered as having been injured in an act of duty and shall be eligible for benefits. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Criminal Code of 1961 concerning disorderly conduct. Provides that a second or subsequent violation of doing any act in such unreasonable manner as to alarm or disturb another and to provoke a breach of the peace is a Class 4 felony if the defendant has any prior conviction for disorderly conduct, or any prior conviction under the law of another jurisdiction for an offense that is substantially similar, when any of these offenses have been committed against the victim of the current violation.
Amends the Illinois Public Labor Relations Act. With respect to the Act's provisions applicable to security employees, peace officers, fire fighters, and paramedics, includes emergency service support staff.
Amends the Clerk of Courts Act. Provides that a circuit clerk shall impound any document relating to child support that contains a social security number.
