Amends the Environmental Protection Act. Prohibits certain methods of disposal for video display devices. Imposes fees on each person engaged in the business of selling new video display devices. Requires the seller to pay the fee to the Department of Revenue for deposit into the Video Display Device Recovery and Recycling Fund. Sets forth the purposes for which the moneys in the Fund may be used. Requires retailers to make quarter-annual tax returns to the Department of Revenue concerning the video display device fee. Sets forth procedures for administrative proceedings and hearings by the Department of Revenue concerning the collection of the fee and for judicial review of those decisions. Requires the Pollution Control Board to establish rules regarding the disposal of video display devices. Amends the State Finance Act to create the Video Display Device Recovery and Recycling Fund. Effective on January 1, 2006.

Amends the Criminal Code of 1961. Creates the offense of tampering with a security, fire, or life safety system. Provides that a person commits the offense when he or she knowingly endangers public safety by tampering with, damaging, sabotaging, destroying, or causing to permanently or temporarily malfunction any physical or electronic security, fire, or life safety system or any component part of any of those systems. Provides that a violation is a Class 4 felony.
Amends the Firearm Owners Identification Card Act. Provides that if the receipt of a firearm does not violate federal or State law, the Department of State Police shall: (1) assign a unique identification number to the transfer; (2) provide the licensee with the number; and (3) destroy all records of the system with respect to the call, other than the identifying number and the date the number was assigned, and all records of the system relating to the person or the transfer within 24 hours. Provides that if the transfer of a firearm is denied by the Department of State Police, the Department of State Police may keep the records of a denial until the denial is appealed and overturned, or as long as necessary for a criminal prosecution. Provides that approvals issued by the Department of State Police for the purchase of a firearm are valid for 30 days from the date of issue. Provides that the Department of State Police may not retain, copy, or distribute any information previously collected under the dial up system. Effective immediately.
Creates the Accountable Schools Task Force to review and evaluate the complex issues involving the fiscal and performance accountability of the State's school districts and individual schools.
Amends the Telecommunications Article of the Public Utilities Act. Requires the Illinois Commerce Commission to establish and enforce customer service standards for all telecommunications carriers that provide wireless service to Illinois residents, including a requirement that the carrier record and catalog all customer service calls. Effective immediately.
Creates a Task Force to study special education funding. Directs the task force to report its findings and recommendations to the Governor and the General Assembly by January 1, 2007. Provides that the task force shall be facilitated by the State Board of Education.
Creates the Meeting Local Education Needs Act. Contains only a short title provision.
Amends the Water Commission Act of 1985. Makes a technical change in a Section concerning the short title.
Amends the State Employee Article of the Illinois Pension Code. Provides the alternative (State police) retirement formula for persons employed by the Department of State Police in its crime laboratory system. Effective immediately.
Amends the Liquefied Petroleum Gas Regulation Act. Provides that no legal action shall be commenced or maintained against any person engaged in the business of selling at retail, supplying, handling, or transporting liquefied petroleum gas in this State if the alleged injury, damage, or loss was caused by: (1) the alteration, modification, or repair of liquefied petroleum gas equipment or a liquefied petroleum gas appliance if done without the knowledge and consent of the liquefied petroleum gas seller, supplier, handler, or transporter; or (2) the use of liquefied petroleum gas equipment or a liquefied petroleum gas appliance in a manner or for a purpose other than that for which the equipment or appliance was intended and that could not reasonably have been expected.
