EMERGENCY OP PLAN-PETS

Amends the Illinois Emergency Management Agency Act. Requires the emergency operations plan to include the needs of those with pets and service animals.

CRIM CD-EAVESDROPPING EXEMPT

Amends the Criminal Code of 1961. Exempts from an eavesdropping violation any recordings made simultaneously with a video recording of any conversations occurring upon a peace officer responding to a scene in the investigation of any criminal offense under Illinois law. Also exempts from an eavesdropping violation, recording or listening with the aid of any device to any conversation where a law enforcement officer, or any person acting at the direction of law enforcement, is a party to the conversation and has consented to it being intercepted or recorded under circumstances where the use of the device is necessary for the protection of the law enforcement officer or any person acting at the direction of law enforcement, in the course of an investigation of a felony weapons violation with prior notification to the State's Attorney of the county in which the recording or listening to the conversation is to occur.

CRIM CD-DISORDERLY CONDUCT

Amends the Criminal Code of 1961 relating to disorderly conduct. Provides that engaging in any loud protests of singing, chanting, whistling, or yelling with or without noise amplification, displaying any visual images that convey fighting words or actual or veiled threats against any other person, engaging in a directed protest march or picket at any public location when any of these activities are conducted within 300 feet of any entrance to a facility being used for a funeral or memorial service, or blocking access to such facility at any time during the period starting 30 minutes before any funeral or memorial service is scheduled to begin and ending 30 minutes after the funeral or memorial service terminates is disorderly conduct in which the penalty is a Class C misdemeanor. Provides that the provisions of the Act are severable. Effective immediately.

CRIM PRO-PRIOR STATEMENTS

Amends the Code of Criminal Procedure of 1963. Provides that a statement of a witness is not excluded at the trial of any defendant by the hearsay rule or as a violation of any right to confront witnesses if the witness was murdered by the defendant to prevent the witness from testifying or participating in any criminal investigation or prosecution against the defendant.

CD CORR-FINES-DEFAULT

Amends the Unified Code of Corrections. Provides that the court shall impose as part of every sentence imposed on an offender that should any fine or installment of any fine remain unpaid after the time fixed for payment of the fine by the court, an additional late charge of 25% of the unpaid fine shall be charged to the offender. Provides that each county shall establish a County Fine Recovery Fund. Provides that the additional late charges collected by the clerk of the circuit court shall be disbursed to the treasurer for the deposit into this Fund. Provides that the fees deposited in this Fund shall be used jointly by the State's Attorney and the circuit clerk pursuant to an agreement for any purpose associated with collecting fines, fees, costs, and additional late charges. Provides that these funds shall be in addition to any allocations made pursuant to existing law.

VEH CD-RR CROSSING WORK-BILL

Amends the Illinois Vehicle Code. Provides that a railroad must submit its final bills for expenses incurred in a railroad crossing project authorized by an order of the Illinois Commerce Commission to the Department of Transportation within 12 months of project completion. Provides that, if the Department fails to audit a railroad's bills within 12 months of receiving them, the Department forfeits its right to take exceptions to the bills submitted.

MUNI TIF-TRANSPORTATION

Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Adds costs of and associated with transportation oriented developments to the definition of "redevelopment project costs".

MEDICAID-HOME HLTH SRVCS-RATES

Amends the Illinois Public Aid Code. Provides that on and after July 1, 2006, the Department of Healthcare and Family Services shall reimburse providers of home health services under the Medicaid program using a phased-in rate increase as follows: (1) for services provided from July 1, 2006 through June 30, 2007, the rate shall be $70 per visit; and (2) for services provided on or after July 1, 2007, the rate shall be $80 per visit. Provides that these rate increases apply to skilled nursing visits, physical therapy visits, occupational therapy visits, and speech therapy visits. Provides that the rate for home health aide visits shall be $61.34 for all such services provided on or after July 1, 2006. Effective immediately.

MIDWEST PASSENGER RAIL COMPACT

Creates the Midwest Interstate Passenger Rail Compact Act. Provides that this State and the other contracting states solemnly agree to the terms of the compact, whose purposes include the promotion of development and implementation of improvements to intercity passenger rail service in the Midwest. Establishes a Commission, with 4 members from each contracting state, serving without compensation from the Commission, to carry out the purposes of the compact. Provides for the election of Commission officers, for meetings and Commission administration, and for financing of the operations of the Commission by the compacting states. Provides that the compact becomes effective among the contracting states upon the agreement of 3 eligible states to participate. Provides for the admission of additional states to the compact, amendment of the compact, the withdrawal, default, or termination of contracting states, and construction and severability of the compact.

PENCD-COOK CO-CORRECTNS OFFICR

Amends the Cook County Article of the Illinois Pension Code. Adds corrections officers with the County Department of Corrections who withdraw or retire after December 31, 2005 to provisions concerning annuities for members of the County Police Department. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
