Amends the Controlled Substance and Cannabis Control Act. Provides that if a property that is alleged to be a nuisance under this Act is owned by a corporation and the Department of State Police or the State's Attorney sends the preliminary notice describing the property as a nuisance under the Act to the corporation's address registered with the Secretary of State, such action shall create a rebuttable presumption that the parties have acted with due diligence and the court may grant injunctive relief.

Amends the Property Tax Code. Sets forth procedures for calculating certain adjustments with respect to the Property Tax Extension Limitation Law.
Amends the Illinois Vehicle Code. Provides that any person who, after a court appearance in the same matter, receives a disposition of court supervision for a violation of any provision of the Code or a similar provision of a local ordinance (instead of only a violation of any provision of the Code) shall pay an additional fee of $20 and an additional fee of $5 for court supervision. Amends the Clerks of Courts Act and the Unified Code of Corrections to reflect the additional fees for violation of a local ordinance that is similar to the supervision provisions of the Illinois Vehicle Code. Effective immediately.
Amends the Prevailing Wage Act. Provides that the public body or the Department of Labor shall make the revised prevailing rate of hourly wages available to the contractor and each subcontractor (rather than the public body being responsible to notify the contractor and each subcontractor of the revised rate). Effective immediately.
Amends the Crime Victims Compensation Act. Provides an alternative time for filing a claim: that a crime victim may file a claim within one year after the criminal indictment of a person for a crime upon which the claim is based (now, within 2 years of the crime).
Amends the Illinois Public Aid Code. In provisions concerning child care for TANF recipients, provides that in determining income eligibility for child care benefits, the Department of Human Services shall specify an income threshold of no less than 55% (instead of 50%) of the then-current State median income for each family size. Provides that a co-payment for child care services may not exceed 7% of a family's income.
Amends the Illinois Act on the Aging. Requires the Department on Aging to gather information about the special needs of older rural residents and to evaluate the adequacy and accessibility of existing programs for older rural residents. Creates the Older Rural Adults Task Force to gather information and make recommendations. Sets forth the membership of the Task Force. Provides that the Task Force may hold regional hearings and shall submit a report to the General Assembly no later than January 1, 2009. Provides that the Task Force shall be dissolved upon the submission of the report. Effective immediately.
Amends the Water Commission Act of 1985. Provides that the territory of a water commission shall not include territory within a municipality that constructs and operates its own water system.
Amends the Elder Abuse and Neglect Act. Provides that in the case of a report of alleged or suspected abuse or neglect that places an eligible adult at risk of injury or death, a provider agency shall respond to the report without delay and shall ensure that it is capable of responding to such a report 24 hours per day, 7 days per week. Provides that a provider agency may use an on-call system to respond to reports of alleged or suspected abuse or neglect after hours and on weekends. Effective immediately.
