Amends the Covering ALL KIDS Health Insurance Act. Provides that to be eligible for the Covering ALL KIDS Health Insurance Program, a child must be a citizen of the United States. Effective July 1, 2006.

Creates the Judicial Inquiry Board Act. Contains a short title only.
Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning the short title.
Appropriates $1 from the General Revenue Fund to the Judicial Inquiry Board to study effective ways of streamlining the complaint process. Effective July 1, 2005.
Proposes to amend the Illinois Constitution with respect to legislative powers. Authorizes electors to propose bills by petition. Provides for submission of these bills to both houses of the General Assembly and for record votes to be taken. Effective upon being declared adopted.
Amends the School Code. Provides that a school board may excuse pupils in grades 9 through 12 from engaging in physical education courses if the pupil is getting substantial exercise from participating in an athletic activity outside of school and the parent or guardian of the pupil provides documentation of this fact. Effective immediately.
Amends the State Finance Act. Provides that the Penny Severns Breast, Cervical, and Ovarian Cancer Research Fund is exempt from transfers under the Act's administrative charge-back provisions. Effective immediately.
Amends the Real Estate Transfer Tax Law in the Property Tax Code. Provides that the definition of "value" includes the amount of any special service assessment on the real property. Authorizes chief county assessment officials and township or multi-township assessors to perform audits of transfer declarations. Effective immediately.
Amends the Illinois Vehicle Code. Provides that a driver's commercial driver's license (CDL) shall be suspended for 6 months if he or she is involved as a driver in a fatal accident, unless it is indicated in a police report or held by a court that a person who died as a result of the accident caused the accident. Provides that the CDL holder must perform 100 hours of mandatory community service before his or her CDL is restored.
Amends the State Finance Act. Creates the School District Income Tax Checkoff Fund. Provides that moneys received from the income tax checkoffs for school districts must be deposited into the Fund. Provides that, as soon as practical after an amount is deposited into the Fund from an income tax checkoff, the Department of Revenue must transfer that amount to the school district indicated on the taxpayer's income tax return. Amends the Illinois Income Tax Act to create the checkoff.
