Amends the Right to Privacy in the Workplace Act. Requires employers to enroll in an Electronic Employment Verification System or the E-Verify program and the Basic Pilot program (rather than permitting an employer to voluntarily enroll).

Amends the Environmental Protection Act. Changes the definition of "municipal waste incineration" to exclude the combustion of certain materials that might otherwise qualify as municipal waste. Makes, as a result, the Act's municipal waste incineration emission standards inapplicable to facilities where those waste-derived materials are combusted. Authorizes the Illinois Pollution Control Board to determine, based solely on certain federal standards, which of these waste-derived materials do not qualify as municipal waste. Authorizes the Board to make its determinations using an adjusted standard procedure (rather than a rulemaking procedure). Effective immediately.
Creates the No Runaway Convention and Single Amendment Limitation Act. Provides that no delegate from Illinois to a Convention has the authority to vote to consider or approve any proposed amendment to the United States Constitution other than the amendment authorized in the Madison Amendment (an Amendment concerning fiscal discipline, legislative transparency, and unfunded mandates). Sets forth the provisions of the Madison Amendment. Sets forth the oath and duties of an Illinois delegate.
Amends the Sanitary District Act of 1917. Provides that the board of trustees of the Fox River Water Reclamation District shall be elected, rather than appointed, beginning with the 2012 general election. Sets forth requirements concerning the number of trustees to be elected and length of terms.

Amends the Illinois Pension Code. Provides that no more than 30% of a downstate police or downstate fire pension fund's assets may be invested in debt obligations of corporations subject to specified conditions. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Election Code. Makes a technical change in a Section of the campaign finance Article concerning definitions.
Amends the General Provisions Article of the Illinois Pension Code. Provides that the total retirement annuity of a participant in a State-funded retirement system who first became a participant before January 1, 2011 shall not exceed $120,000 per year. Provides that a participant who first became a participant before January 1, 2011 is not eligible to retire from a State-funded retirement system before reaching age 62. Provides that these changes do not apply to a participant who is eligible to retire within 8 years after the effective date of the amendatory Act, regardless of whether the participant actually retires during that period. Effective immediately.
