Creates the Illinois School Land and Capital Facilities Assessment Act. Authorizes school districts to impose assessment fees on the owners of newly constructed dwelling units for school land and capital facilities, and prohibits units of local government from imposing impact fees on new development for school purposes. Requires school districts to conduct needs assessments, adopt plans, and hold public hearings before imposing assessment fees. Sets forth requirements and procedures for the imposition, payment, and use of the assessment fees. Sets forth limitations on challenges to the imposition or use of the assessment fees. Requires units of local government to repeal existing ordinances imposing school impact fees. Makes an exemption for existing impact fee agreements. Preempts home rule powers. Effective immediately.

Creates the River Edge Redevelopment Zone Act. Sets forth procedures for the creation of 2 pilot zones, one in the City of East St. Louis and one in the City of Aurora, to be designated and certified as a River Edge Redevelopment Zone. Sets forth procedures for amendments to and decertifications of zones. Sets forth procedures for the adoption of tax increment financing within a zone. Contains other provisions concerning zone administration. Amends the Department of Commerce and Economic Opportunity Law of the Illinois Civil Administrative Code. Authorized the Department of Commerce and Economic Opportunity to establish and maintain a program to provide grants and assistance with respect to River Edge Redevelopment Zones. Amends the Corporate Accountability For Tax Expenditures Act. Includes, within the definition of "developmental assistance", tax credits, exemptions, grants, and loans concerning River Edge Redevelopment Zones. Amends the Illinois Income Tax Act. Provides that certain existing credits apply to business enterprises within a River Edge Redevelopment Zone. Creates a River Edge Redevelopment Zone site remediation tax credit. Creates a deduction for dividends paid by a corporation that operates within a River Edge Redevelopment Zone. Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Creates an exemption for building materials to be incorporated into real estate within a River Edge Redevelopment Zone. In various Acts, exempts the tax credits and deductions for River Edge Redevelopment Zones from tax sunset provisions. Amends the Property Tax Code. Authorizes taxing districts to abate property taxes for property within River Edge Redevelopment Zones. Amends the Environmental Protection Act. Provides that sites within River Edge Redevelopment Zones are included as brownfield sites under the Municipal Brownfields Redevelopment Grant Program. Requires the Environmental Protection Agency to jointly review, with the Department of Commerce and Economic Opportunity, applications for the Environmental Remediation Tax Credit and sets the fee for review at $250 for each site. Increases the maximum brownfield grant from $240,000 to $2,000,000 for River Edge Development Zone sites. Makes other changes. Effective immediately.
Creates the Contractor Compliance Verification Act. Contains only a short title provision.
Amends the Illinois Pension Code. Directs the Board of the State Employees' Retirement System to establish a self-managed plan. Provides that a person who becomes a participant in that System or a judge, constitutional officer, or member of the General Assembly on or after the effective date of that self-managed plan must participate in the self-managed plan. Allows current judges, constitutional officers, members of the General Assembly, and members of the State Employees' Retirement System who are not yet vested to elect to participate in the self-managed plan. Also provides that any future benefit increase or other change in the GA, Judges, State Employees, State Universities, or Downstate Teacher retirement system applies only during periods when the retirement system is at least 90% funded. Effective immediately.
Amends the Property Tax Code. Creates the Citizens' Assessment Freeze Exemption. Beginning in taxable year 2005, an assessment freeze exemption is granted for real property that is owned by an Illinois taxpayer or leased by a lessee who is an Illinois taxpayer who has a legal or equitable ownership interest in the property as lessee and is liable for the payment of real property taxes on that property. Provides that the amount of this exemption is the equalized assessed value of the property in the taxable year for which application is made minus the base amount. Defines "base amount" as the base year equalized assessed value of the property plus the first year's equalized assessed value of any added improvements that increased the assessed value of the property after the base year. Defines "base year" as the taxable year prior to the taxable year for which the applicant first qualifies and applies for the exemption. Provides that, for property that is used for residential or farm purposes, a new base year shall be established when the applicant sells or transfers the property and, for all other property, a new base year shall be established at the earlier of (i) 10 years or (ii) the sale or transfer of the property. Sets forth application procedures for the exemption. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Illinois Income Tax Act. Allows income tax deductions, for taxable years ending on or after December 31, 2005, for (i) amounts equal to the aggregate amount of all tolls documented as being paid during the taxable year that are collected under the Toll Highway Act and (ii) amounts equal to any amount paid during the taxable year to purchase, lease, or otherwise obtain a transponder or other electronic equipment for the electronic payment of tolls that are collected under the Toll Highway Act. Amends the Toll Highway Act. Requires the Illinois State Toll Highway Authority to send, no later than January 31 of each year, a written report to each person in the State who has paid a toll during the previous calendar year through the use of a transponder or other electronic equipment. Provides that the report must set forth all payments by the person through the use of the transponder or other electronic equipment. Effective immediately.
Creates the State Employee Proof of Citizenship Act. Specifies proof of citizenship necessary to begin State employment. Amends the Election Code. Specifies the proof of citizenship necessary to register to vote and requires presentation of identification documents when a person votes.
Expresses the States commitment to hydrogen as a source of clean renewable energy.
Amends the Illinois Public Aid Code, the Illinois Marriage and Dissolution of Marriage Act, the Non-Support Punishment Act, and the Illinois Parentage Act of 1984. Requires telecommunications carriers and home service providers providing mobile telecommunications services to supply location information concerning putative fathers and noncustodial parents to public offices or the Child and Spouse Support Unit of the Department of Healthcare and Family Services for the purpose of establishing paternity or establishing, enforcing, or modifying a child support obligation. Effective immediately.
Amends the Illinois State Collection Act of 1986. Provides that after accounts have been certified by the Debt Collection Board or the Attorney General as uncollectible, the State Comptroller may sell the debts to outside private vendors or enter into one or more contracts with outside private vendors for the purpose of pursuing a last-call collection effort to collect these debts for a contingent fee. Provides that beginning on the effective date of this amendatory Act, the outside private vendors shall remit to the State Comptroller either (i) all amounts collected under a contract, net of contingent fees (now, remitted to the respective State agencies to whom the money is owed) or (ii) the purchase price for debts sold. Provides that the State Comptroller shall deposit the money received under these provisions into the Budget Stabilization Fund. Effective immediately.
