Amends the Criminal Code of 1961. Makes a technical change in a Section concerning extended statutes of limitations.

Amends the Election Code. With respect to political parties that select their State central committee using the "Alternative A" method, provides for election of committeemen by congressional district. Removes the option of election of State central committeemen by ward, township, and precinct committeemen. Requires each State central committee, within 30 days after the bill's effective date, to certify to the State Board of Elections its choice of alternative method of member selection. Makes other changes.
Amends the State Fair Act. Prohibits the use of the Department of State Police for police protection at a State fairs. Requires the use of local law enforcement agencies for that purpose. Effective immediately.
Amends the Illinois Procurement Code. Requires a preference for Illinois resident bidders of 5% plus the amount of any resident bidder preference given by the state of a nonresident bidder (now, the amount of any preference given by the State of the nonresident bidder).
Amends the School Code. Provides that in order for a non-public elementary or secondary school to register with the State Board of Education or to obtain the status of "Non-public School Recognition" from the State Board, the school must provide the State Board with an assurance of compliance with the employee criminal history records check requirements set forth in the Code.
Amends the Commission on Government Forecasting and Accountability Act. Requires the Commission to conduct a study, compile data, and make a report by January 1, 2006 concerning the economic effects, both inflows and outflows, of illegal immigration on the public and private economies of Illinois. Repeals the new provisions on July 1, 2006. Effective immediately.
Amends the Municipal Code. Provides that, in the case of petitions filed after July 1, 2005, it shall be conclusively presumed that lands described in a petition for incorporation as a village constitute a sufficient tax base to ensure that the village is able to provide all necessary municipal services, and no finding of the county board is required regarding the tax base and ability to provide municipal services, if (i) the proposed area for incorporation contains more than 10,000 inhabitants, and (ii) the area has an aggregated equalized assessed valuation of not less than $40,000 multiplied by the number of inhabitants within the area during the year immediately preceding the filing of the petition.
