Amends the Public Library District Act of 1991. Makes a technical change in a Section concerning the short title.

Amends the Code of Civil Procedure. Provides that in a mortgage foreclosure proceeding, where a timely written notice concerning rent payment was not given to the tenant, or where the tenant makes a good-faith effort to keep current in the rent, an order of possession must allow the tenant to retain possession under the lease. Provides that no mortgagee-in-possession, receiver or holder of a deed or certificate of sale, or purchaser shall file a forcible entry and detainer action against a tenant of mortgaged real estate until 90 days after a notice of the intent to file that action is served on the tenant. Provides that the court records relating to a supplemental petition for possession against a tenant who is current on rent or who made good faith efforts to pay the rent shall be ordered sealed, except as to a law enforcement officer or a government entity. Effective immediately.
Amends the Mental Health and Developmental Disabilities Administrative Act. Subject to appropriation, requires the Department of Human Services to operate Community Resource Centers at each of its 9 State-operated developmental centers. Provides that the objective of the Community Resource Centers is to improve services delivered in the community by providing the services of the skilled State workforce to individuals residing in community settings when individuals need those services.
Amends the Illinois Vehicle Code. In a Section concerning the commercial distribution fee, provides that, beginning January 1, 2008 and through December 31, 2013, for each registration year, the owner of a vehicle for which biodiesel has been purchased during the previous registration year is entitled to a reduction of the fee for that vehicle. Sets forth the amount of the reduction based upon the amount of biodiesel purchased. Makes technical changes. Effective immediately.
Amends the Local Records Act. Makes a technical change in a Section concerning the local records advisor.
Amends the Railroad Police Act. Requires allegations of abuse of authority or misconduct by members of a railroad police force to be investigated by the Illinois State Police. Amends the Illinois Vehicle Code. Exempts elected representatives of rail employers from the restrictions concerning trespassing on railroad property. Provides that the listed persons shall be exempt from the restrictions while performing required duties in accordance with reasonable rail carrier company guidelines, engaging in safety inspections, or exercising a right under the federal Railway Labor Act (instead of only while performing required duties in accordance with reasonable rail carrier company guidelines).
Amends the School Code. With respect to the Early Childhood Education Block Grant, provides that not less than 11% (instead of exactly 11%) of the grant shall be used to fund programs for children ages 0-3. Provides that this percentage shall increase to at least 20% by Fiscal Year 2014, except that if, in a given fiscal year, the amount appropriated for the Early Childhood Education Block Grant is insufficient to increase the percentage of the grant to fund programs for children ages 0-3 without reducing the amount of the grant for existing providers of preschool education programs, then the percentage of the grant to fund programs for children ages 0-3 may be held steady instead of increased. Effective July 1, 2008.
Appropriates $64,200,000 from the General Revenue Fund to the Department on Aging for vendors of homemaker, chore, and housekeeping services to increase the wages paid to employees who provide homemaker, chore, and housekeeping services and to provide health insurance coverage to those employees and their dependents. Effective immediately.
Amends the Metropolitan Water Reclamation District Act to change the titles of certain District managers and departments. Effective immediately.
Amends the Election Code. Makes a technical change in a Section concerning expenses of conducting a primary election.
