Amends the Property Tax Code concerning the payment of refunds. Provides that, upon the request of a school district whose revenues are affected by the refund, the collector shall not, within any single 12-month period, make refunds in excess of $100,000 due from taxes that were collected for that school district for any particular parcel if the refunds are attributable to more than one taxable year, but, instead, the collector must divide the refunds due to any final orders of the Property Tax Appeal Board or a court into at least as many 12-month periods as the number of taxable years for which the refunds are due.

Amends the Acupuncture Practice Act. Makes a technical change in a Section concerning activities exempt from the application of the Act.
Amends the Elevator Safety and Regulation Act. Makes a technical change in a Section concerning the short title.
Creates the State Facility Overtime Act. Provides that the Director of the State agency responsible for the operation of specified State facilities (or the Director's designee or agent) may not require an employee to accept work in excess of an agreed upon, predetermined, and regularly scheduled daily work shift, not to exceed 40 hours per week. Provides for: exceptions to the prohibition; posting a summary of the Act and applicable rules; investigation of complaints by the Illinois Department of Labor and disposition of complaints; adoption of administrative rules; construction; and other matters. Effective immediately.
Amends the Township Code. Makes a technical change in a Section concerning duplicate township names.
Amends the Disability Services Act of 2005. Adds a new Article to the Act. Provides that certain disabled persons have the right to have the amount of public funds that are, or would have been, expended for their care in an institution transferred to pay for their community-based services in a qualified residence. Requires the Departments of Human Services, Aging, Children and Family Services, Healthcare and Family Services, and Public Aid to develop appropriate fiscal payment mechanisms and methodologies that support choice. Provides that the cost of community-based services provided under the Act may not exceed the cost of care in the institutional facility in which the individual most recently resided. Requires the Department of Human Services, the Department on Aging, the Department of Public Health, and the Department of Healthcare and Family Services to work together with organizations composed of or representing persons with disabilities to ensure that persons with disabilities and their families, guardians, and advocates are informed of their rights under the Act in a manner that is easily understandable and accessible to persons with disabilities. Requires the Department of Healthcare and Family Services and the Department of Public Health to make annual reports. Effective July 1, 2007.
Appropriates $1,200,000 from the General Revenue Fund to the Department of Human Services for the operation of community integrated living arrangements for adolescents who have been diagnosed with autism. Effective July 1, 2007.
Amends the Airport Authorities Act. Makes a technical change in a Section concerning the petition to set forth a tax rate.
Amends the Department of Children and Family Services Powers Law of the Civil Administrative Code of Illinois, the Mental Health and Developmental Disabilities Administrative Act, the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois, the Department of Veterans Affairs Act, the Illinois Public Aid Code, and the Unified Code of Corrections. Provides that no nurse who is paid an hourly wage and who has direct responsibility to oversee or carry out nursing care or related duties may be required to work mandated overtime except in the case of an unforeseen emergent circumstance when such overtime is required only as a last resort, and limits the time of such overtime. Provides that when a nurse is mandated to work up to 12 consecutive hours, the nurse must be allowed at least 8 consecutive hours of off-duty time. Prohibits retaliation because a nurse refuses to work mandated overtime as prohibited under these provisions. Authorizes the filing of complaints alleging violations of these provisions. Effective immediately.
Amends the Civic Center Code. Makes a technical change in a Section concerning a civic center authority's power to incur obligations.
