Amends the Illinois Mechanics Lien Act. Adds, to the provisions concerning a written demand by an owner of real estate to a mechanics lienholder stating that the lienholder must file suit within 30 days or the lien is forfeited, the requirement that this express warning be included in the written demand: the failure to respond to the notice within 30 days after receipt of the notice results in forfeiture of the lien.

Amends the School Code and the Critical Health Problems and Comprehensive Health Education Act. With respect to the renewal of a Standard Teaching Certificate, provides that continuing professional development activities may include participating in or presenting at in-service training programs on sexual abuse and assault awareness and prevention. Provides that the Comprehensive Health Education Program shall include age-appropriate sexual abuse and assault awareness and prevention education in grades pre-kindergarten through 12 (instead of sexual assault awareness in secondary schools). Effective immediately.
Amends the Election Code. Makes a technical change in a Section concerning expenses of conducting a primary election.
Designates the date of March 28, 2012 as "Hiring Our Heroes Day" in the State of Illinois.
Amends the Illinois Act on the Aging, the Children and Family Services Act, the Department of Human Services Act, the Department of Healthcare and Family Services Law of the Civil Administrative Code of Illinois, and the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the Department on Aging, the Department of Children and Family Services, the Department of Human Services, the Department of Healthcare and Family Services, and the Department of Public Health shall have the authority and are hereby directed to collaboratively adopt joint rules to establish (i) a cross-agency prequalification process for contracting with privately owned or operated human service providers; (ii) a cross-agency master service agreement of standard terms and conditions for contracting with privately owned or operated human service providers; and (iii) a cross-agency common service taxonomy for human service providers to streamline the processes outlined in the amendatory Act. Provides that the Department of Human Services shall be the lead agency in this matter. Effective immediately.
Amends the Election Code. Makes a technical change in a Section concerning the short title.
Amends the Managed Care Reform and Patient Rights Act to provide that no health care plan or its subcontractors may, by contract, written policy, procedure, or any other means, mandate or require an optometrist or ophthalmologist to participate in and accept payment from a vision plan as a condition for participation in a health care plan. Effective immediately.
Amends the Public Community College Act. Makes a technical change in a Section concerning the application of provisions to a community college district in Chicago.
Amends the Nurse Practice Act. Makes a technical change in a Section concerning a licensed practical nurse's scope of practice.
Amends the Illinois Fire Protection Training Act. Provides that the definition of "local governmental agency" includes the Office of the State Fire Marshal. Provides that if employees of the Office of the State Fire Marshal meet certain requirements, then they shall not be prohibited from receiving training certifications on the grounds that they are not employed or otherwise engaged by an organized Illinois fire department. Makes other changes.
