Amends the Illinois Vehicle Code. Makes a technical change in a Section regarding special license plates.
Creates the Surgical Technologists Act. Provides that a person may not practice surgical technology in a health care facility unless the person (i) has successfully completed a nationally accredited educational program for surgical technologists and holds and maintains the Certified Surgical Technologist credential, (ii) completed an appropriate training program for surgical technology in the Army, Navy, Air Force, Marine Corps, or Coast Guard of the United States or in the United States Public Health Service Commissioned Corps, (iii) provides evidence that the person was employed to practice surgical technology in a health care facility on the effective date of the Act, or (iv) is in the service of the federal government. Provides that a health care facility may employ a surgical technologist who does not meet the requirements of this Section under specified circumstances. Provides for continuing education requirements. Contains provisions concerning supervision. Effective January 1, 2012.
Amends the Community Living Facilities Licensing Act, the MR/DD Community Care Act, Community-Integrated Living Arrangements Licensure and Certification Act, Child Care Act of 1969, and the Community Services Act. Provides that for the various facilities licensed or established under those Acts, the Departments responsible for enforcement shall review the necessity of State Fire Marshal inspections if local fire authorities enforce codes that are more stringent than those applied by the State Fire Marshal and the local fire authorities issue a clearance of the various sites. Effective immediately.
Amends the Metropolitan Water Reclamation District Act. Provides that the position of public and intergovernmental affairs officer of the Metropolitan Water Reclamation District does not qualify as classified civil service. Further provides that the public and intergovernmental affairs officer shall be appointed by the executive director, and in the invent of illness, prolonged absence, death, or resignation, the executive director of the Metropolitan Water Reclamation District may appoint an acting public and intergovernmental affairs officer to perform the duties of the position. Effective immediately.

Amends the Illinois Vehicle Code. Includes catalytic converters in the definition of "essential parts".
Amends the Local Government Debt Reform Act, the Township Code, the Downstate Forest Preserve District Act, the Park District Code, the Metropolitan Water Reclamation District Act, and the School Code. Provides that earned interest included in the annual budget or appropriation ordinance of a governmental unit and earned interest designated as "Reserved" funds in a governmental unit's annual audit or financial reports shall not be construed to be earmarked or restricted unless the governing body specifically states that the interest is earmarked or restricted. Provides that any transfer of interest income prior to the effective date of the amendatory Act that would have been valid under the provisions of the amendatory Act is validated. Amends the Property Tax Code. In the Property Tax Extension Limitation Law, defines "new rate" as a tax included within a taxing district's aggregate extension that was newly authorized by statute after the affected taxing district first became subject to the Property Tax Extension Limitation Law. Provides that taxes that are not submitted to direct referendum under the Property Tax Extension Limitation Law and that are not new rates are validated. Contains provisions allowing taxing districts to accumulate balances in funds. Effective immediately.
Appropriates $20,296,300 from the General Revenue Fund to the Department of Human Services for the ordinary and contingent expenses of the Tinley Park Mental Health Center. Effective July 1, 2012.
