Amends the State Finance Act. Creates the Human Services Indexed Cost-of-Doing-Business Fund. Provides for transfers to the fund from GRF. Provides that moneys in the Fund shall be used, subject to appropriation, to provide for all or part of an annual 3% cost of doing business adjustment for purchase of care contracts and grant agreements entered into between (i) the Department of Children and Family Services, the Department of Human Services, the Department of Public Health, the Department of Healthcare and Family Services, the Department on Aging, the Office of the Attorney General, the Department of Corrections, the Department of Juvenile Justice, or the Department of Commerce and Economic Opportunity and (ii) a private community-based contractual provider or grantee. Provides that the Fund is not subject to sweeps, administrative charges, or charge-backs. Contains other provisions. Repeals the added provisions on January 1, 2013.

Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. In connection with the pharmaceutical assistance program, provides eligibility for persons who have a maximum household income at or below 225% of the Federal Poverty Level if they qualify under certain conditions. Eliminates an Eligibility Group consisting of persons who are disabled and under age 65, or age 65 or older with incomes related to 200% of the Federal Poverty Level, and who are eligible for Medicare Part D coverage. Provides that for persons who have a diagnosis of HIV or AIDS, "covered prescription drug" means those drugs covered by the Medicare Part D Prescription Drug Plan in which the beneficiary is enrolled (eliminates a reference to drugs included in the formulary of the Illinois AIDS Drug Assistance Program operated by the Illinois Department of Public Health). Provides that in defining countable income for purposes of the pharmaceutical assistance program, the Department of Healthcare and Family Services or the Department on Aging must disregard the cost-of-living increase to any benefit administered by the Social Security Administration in any year that the percentage increase of the Social Security Administration cost-of-living adjustment is higher than the percentage increase in the Federal Poverty Level. Adds provisions concerning the effective date of eligibility for the pharmaceutical assistance program. Effective immediately.
Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act to provide coverage for habilitative services, including, but not limited to occupational therapy, physical therapy, and speech therapy for children under the age of 19 with congenital or genetic defects existing at or from birth or with a defect acquired at a young age. Amends the State Mandates Act to require implementation without reimbursement.
Amends the Eminent Domain Act. Provides that quick-take proceedings may be used for a period of 3 years after June 30, 2008 by the Village of Hazel Crest within the area designated as a tax increment financing district when the purpose of the condemnation proceeding is to acquire land for any of the purposes contained in the Hazel Crest 167th Street Tax Increment Financing Plan or authorized by the Tax Increment Allocation Redevelopment Act. Effective immediately.
Amends the School Code. In a provision authorizing a school district, other than the Chicago school district, to issue bonds for paying orders issued for the wages of teachers or for the payment of claims against the district, adds that the bonds may also be used for reimbursing the district for property tax refunds. Makes related changes concerning a resolution to issue the bonds, submission of the proposition to voters, the amount of indebtedness, interest, and maturity, the provision of a tax levy, and the sale of the bonds.
Amends the Hazardous Materials Emergency Act. Makes a technical change in a Section concerning the findings.
Amends the Code of Civil Procedure. Provides that in counties with a population of 3 million or more, the demand for possession or for rent required in a forcible entry and detainer action, and the notice of foreclosure, foreclosure complaint, and notice of judicial sale in mortgage foreclosure proceedings, shall state the name and date of birth of each known occupant of the premises and the name of each known occupant who has a disability. Provides that a judgment of foreclosure may include special matters including, but not limited to, in counties with a population of 3 million or more, whether any known occupant is age 14 or younger, age 65 or older, or disabled. Effective immediately.
Amends the Illinois Procurement Code. Provides that State officers and employees prohibited from obtaining State contracts may not receive legal, banking, consulting, or other fees related to State government bond issuances. Prohibits waivers from the prohibition. Prohibits State contractors with contracts with an annual aggregate value of more than $25,000 from making political contributions to the executive branch constitutional officers responsible for awarding the contracts. Establishes penalties for violations. Requires that each State contract bid or offer in excess of $10,000 annual value must be accompanied by a disclosure of the bidder's or offeror's political contributions to the executive branch constitutional officer responsible for awarding the contract. Authorizes the State Comptroller to refuse payments under contracts for which those disclosures were not made. Makes other changes.
Amends the School Code. Requires that a driver education course shall include classroom instruction on the safety rules concerning funeral processions. Amends the Illinois Vehicle Code. Requires (instead of permits) the lead vehicle and the final vehicle (instead of only the lead vehicle) in the funeral procession to be equipped with a flashing amber light which may be used only when such vehicle is used as a lead or final vehicle in such procession. Requires (instead of permits) vehicles comprising a funeral procession to utilize funeral pennants, flags, and stickers on either the side or back window of the vehicle. Requires vehicles comprising a funeral procession to drive with flashing hazard warning signal flashers to identify the individual vehicles in such a procession. Provides that a hearse shall be used as part of all funeral processions.
Amends the Veterinary Medicine and Surgery Practice Act of 2004. Makes a technical change in a Section concerning the short title.
