Amends the Illinois Vehicle Code. Provides that from September 15 through November 30 of each calendar year, State Police officers may not use portable scales to weigh vehicles transporting commodities or goods of production agriculture on non-interstate highways. Effective immediately.

Amends the Private Business and Vocational Schools Act. Provides that schools accredited by an accrediting agency approved by the U.S. Department of Education seeking approval to operate in this State are exempt from the requirements of the Act, but must pay the annual renewal fee and must remit annually a current letter of accreditation status to the State Superintendent of Education. Effective immediately.
Amends the University of Illinois Act, the Southern Illinois University Management Act, the Chicago State University Law, the Eastern Illinois University Law, the Governors State University Law, the Illinois State University Law, the Northeastern Illinois University Law, the Northern Illinois University Law, and the Western Illinois University Law. Authorizes the governing board of each university to transfer money in the fund it has for auxiliary services to its fund for educational or other purposes. Effective immediately.
Amends the Illinois Pension Code. In provisions concerning the State Employees Deferred Compensation Plan, provides that the Illinois State Board of Investment may not (i) select any life insurance or annuity contract or mutual fund, or any other investment vehicle, as an investment vehicle or (ii) enter into any contract after the effective date of the amendatory Act or make any amendment to a contract entered into on or before the effective date of the amendatory Act, unless it is first reviewed and approved by the Commission on Government Forecasting and Accountability. Effective immediately.
Amends the State Employee Article of the Illinois Pension Code. Allows a member to establish service credit for up to 12 days of voluntary or involuntary furlough, beginning on or after July 1, 2009 and ending on or before June 30, 2010, used to address a State fiscal emergency. Provides that no additional contribution is required for this credit. Effective immediately.
Amends the Illinois Income Tax Act. Creates an income tax deduction for an amount equal to the income derived by an individual under the age of 18 from the auction of his or her livestock that is entered in the Illinois State Fair or the DuQuoin State Fair. Exempts the deduction from the Act's sunset provisions. Effective immediately.

Amends the Illinois Pension Code. Replaces language concerning establishing creditable service for furlough days with language allowing a member to establish creditable service and earnings credit for periods of furlough beginning on or after July 1, 2008. Requires the participant to (i) apply in writing to the System before December 31, 2011 and (ii) not receive compensation for the furlough period. Provides that the required employee contribution shall be based on the rate of compensation earned by the employee immediately following the date of the first furlough day in the time period, and the required interest shall be calculated at the actuarially assumed rate from the date of the furlough to the date of payment. Effective immediately.
Creates the Personal Services Budget Continuation Act. Provides that, if there is no applicable State appropriation for personal services and State contributions to Social Security in effect on the first day of any State fiscal year, then amounts shall be appropriated for those purposes that are equal to the previous fiscal year's line item appropriations. Provides that the Act is an irrevocable and continuing appropriation. Effective immediately.
Amends the State Employees Group Insurance Act of 1971. Provides that the State shall pay the cost of dental benefits at the same rate that the State paid for such benefits prior to October 1, 2009 on each member who is a retiree or survivor. Effective immediately.
