MED DIST SPFLD-CONTINUE APPROP

Amends the Illinois Medical District at Springfield Act. Provides for a continuing appropriation of $300,000 from GRF to the District in each of fiscal years 2010 through 2019. Effective July 1, 2009.

CRIM CD-EXTORTION

Amends the Criminal Code of 1961. Creates the offense of extortion. Provides that a person commits the offense when he or she knowingly obtains property from another, with his or her consent, induced by wrongful use of actual or threatened force, violence, or fear, or under color of official right. Establishes penalties based on the value of the property extorted.

SCH CD-TAX EQUIVALENT GRANTS

Amends the School Code. Subject to appropriation, requires a tax-equivalent grant to be paid to any school district where a State-owned institution is located (now, a school district is entitled to a grant only if the State owns 45% or more of the total land area of the district). Effective immediately.

SEX OFFENDER REG-RETROACTIVE

Amends the Sex Offender Registration Act. Provides that a person is required to register as a sex offender who was not previously required to register before the effective date of this amendatory Act because the sex offense that the person committed occurred before a specified date. Requires that person to register within 5 days after the effective date of this amendatory Act. Provides that if the person is confined, institutionalized, or imprisoned in Illinois on or after the effective date of this amendatory Act, he or she shall register in person with the local law enforcement agency within 5 days of discharge, parole, or release. Provides for the duration of the registration.

PEN CD-IMRF-INCR DEATH BENEFIT

Amends the Illinois Municipal Retirement Fund (IMRF) Article of the Illinois Pension Code. Increases the death benefit from $3,000 to $5,000. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

HISTORIC SITES-NO FUND SWEEPS

Amends the Illinois Historic Preservation Act and the State Finance Act. Provides that the Illinois Historic Sites Fund and the Presidential Library and Museum Operating Fund are not subject to sweeps, administrative charges, or charge-backs or any other fiscal or budgetary maneuver that would in any way transfer any amounts from those Funds into any other fund of the State. Effective immediately.

CRIM CD-TATTOO&BODY PIERCING

Amends the Criminal Code of 1961. Creates the offense of false representation to a tattoo or body piercing business as the parent or legal guardian of a minor. Provides that a violation is a Class C misdemeanor.
