Amends the Regulatory Sunset Act. Extends the repeal date of the Collection Agency Act from January 1, 2016 to January 1, 2026. Amends the Collection Agency Act. Makes changes to provisions concerning definitions, exemptions, restrictions and limitations, civil penalties for unlicensed practice, qualifications for license, the Collection Agency Licensing and Disciplinary Board, powers and duties of the Department of Financial and Professional Regulation, investigations, notice and hearing, and disciplinary actions. Deletes references to "debt collectors". Replaces references to "Secretary" of the Department with "Director". Adds provisions concerning expiration, renewal and restoration of registration, returned checks, fines, unregistered practice, cease and desist, summary suspension of certificate of registration, consent orders, and confidentiality. Effective immediately.

Makes changes in provisions regarding definitions, restrictions and limitations, the Board of Licensing for Professional Geologists, disciplinary actions, investigations, records of disciplinary proceedings, rehearings, hearing officer proceedings, restoration of suspended and revoked licenses, administrative review, and administrative procedure. Increases civil penalties for violations of the Act. Replaces references to the Director of Professional Regulation with references to the Secretary of Financial and Professional Regulation. Provides that all information collected by the Department of Financial and Professional Regulation in the course of examination or investigation of a licensee or applicant remain confidential. Makes other changes. Effective immediately.
Amends the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004. Provides that the Department of Financial and Professional Regulation may deny issuance, refuse to renew, or restore or may reprimand, place on probation, suspend, revoke, or take other disciplinary or non-disciplinary action against any license, registration, permanent employee registration card, canine handler authorization card, canine trainer authorization card, or firearm control card, may impose a fine not to exceed $10,000 for each violation, and may assess costs for conviction of any felony (currently, a felony in federal court). Amends the Criminal Code of 2012 concerning the exemption from certain provisions of the unlawful use of weapons and aggravated unlawful use of a weapon statutes. Eliminates the one hour commuting limitation for legally carrying their firearms for persons licensed as private security contractors, private detectives, or private alarm contractors, or employed by a private security contractor, private detective, or private alarm contractor agency licensed by the Department of Financial and Professional Regulation, if their duties include the carrying of a weapon under the provisions of the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004. Also eliminates the provision concerning a security guard that the guard must be a member of a security force of at least 5 persons. Provides that these licensed persons, employees, and guards must carry their firearm control card at all times when they are in possession of a concealable weapon permitted by their firearm control card. Eliminates exemption for any person employed by an armored car company to drive an armored car, while actually engaged in the performance of his or her duties.
Amends the Illinois Procurement Code. Provides that the Code does not apply to contracts between the Department of Agriculture and a non-profit service organization for the purpose of providing goods or services on the Illinois State Fairgrounds during the Illinois State Fair or on the DuQuoin State Fairgrounds during the DuQuoin State Fair. Effective immediately.
Creates the Illinois State Fairgrounds Foundation Act. Establishes the Illinois State Fairgrounds Foundation under the authority of the Department of Agriculture. Sets forth the Foundation's purposes, organization, powers, and duties. Provides that the Foundation must provide a written notice to any entity providing a gift, grant, or bequest to the Foundation that the Foundation is not subject to the Public Funds Investment Act. Provides that the Foundation shall be considered a public body under the Prevailing Wage Act. Provides that any project, including but not limited to improvement, maintenance, and construction of infrastructure, that is funded in whole or in part by the Foundation shall be considered a public work as defined by the Prevailing Wage Act. Effective immediately.
Appropriates $2 from the General Revenue Fund to the Joint Committee on Administrative Rules for its FY 16 ordinary and contingent expenses.
