Amends the Consumer Installment Loan Act. Makes a technical change in a Section concerning a license required to engage in the business of making loans of money in a principal amount not exceeding $40,000.

Amends the State Employees Group Insurance Act of 1971. Deletes language exempting contracts entered into to provide a program of group health benefits for Medicare-primary members and their Medicare-primary dependents from a 30-day waiting period where the Commission may request information concerning the proposed contract. Effective immediately.
Amends the Illinois Municipal Retirement Fund (IMRF) Article of the Illinois Pension Code. Specifies that in order to be eligible for a surviving spouse annuity the spouse of the annuitant must meet a specific eligibility requirement no matter whether the annuitant was in service on or after the effective date of the amendatory Act or the effective date of Public Act 87-850. Removes a provision that required survivor annuities to be offset by workers' compensation benefits. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Illinois Vehicle Code. Provides that a person convicted of violating the required procedures when approaching, overtaking, or passing a school bus is guilty of a Class 4 felony if the offense causes the death of another or severe injury to another person.
Amends the Fish and Aquatic Life Code. Provides that all casting nets shall be legal, without size limits, for the capture of shad, minnow, common carp (Cyprinus carpio), goldfish (Carassius auratus), Asian carp [bighead carp (Hypophthalmichthys nobilis), black carp (Mylopharyngodon piceus), grass carp (Ctenopharyngodon idella), and silver carp (Hypophthalmichthys molotrix)], goldeye, mooneye, carp, carpsuckers, suckers, redhorse, buffalo fish, freshwater drum, and skipjack for use as live, dead, or cut bait. Provides that all individuals using casting nets for the capture of specified fish shall possess a valid sport fishing license.
Amends the State Finance Act. Contains provisions concerning court ordered refunds of health insurance premiums paid by annuitants, survivors, or retired employees under the provisions of Public Act 97-695. Requires the Director of Central Management Services to certify to the State Comptroller and the State Treasurer the amount to be paid to each annuitant, survivor, or retired employee. Requires the State Comptroller and the State Treasurer to transfer the certified amount from the Health Insurance Reserve Fund to the State Retiree Health Insurance Premium Return Fund. Creates the State Retiree Health Insurance Premium Return Fund. Provides that moneys in the Fund shall be used, subject to appropriation, to refund health insurance premiums paid by annuitants, survivors, or retired employees as provided in the court order. Effective immediately.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning the short title.
Amends the State Budget Law of the Civil Administrative Code of Illinois. Provides that, in Fiscal Year 2014, the General Assembly shall appropriate not less than $250,000 to the City of Springfield for the purpose of maintaining the fleet and essential infrastructure of the Springfield Fire Department. Provides that, in each State fiscal year thereafter, that amount shall be increased by the percentage increase, if any, in the Consumer Price Index For All Urban Consumers, as determined by the United States Department of Labor, during the previous 12-month period.
Amends the Illinois Municipal Retirement Fund Article of the Illinois Pension Code. Defines "omitted service". Deletes a provision concerning the transfer of credits and creditable service from downstate police pension funds. Provides that for omitted service, any employee who was employed by a participating employer in a position that required participation, but who was not enrolled in the Fund, may establish such credits under certain conditions. In the Section concerning Board elections, provides that if only one candidate is properly nominated in petitions received by the Board, that candidate shall be deemed the winner; in the case of 2 employee trustees elected to a full term in the same year, if only 2 candidates are properly nominated in petitions received by the Board, those 2 candidates shall both be deemed the winner. Makes related changes. Repeals provisions concerning transfers of creditable service to and from downstate police pension funds. Contains a nonacceleration provision. Effective immediately.
