PEN CD-SERS-FURLOUGH CREDITS

Amends the State Employee Article of the Illinois Pension Code. Allows a member to establish service credit for up to 12 days of voluntary or involuntary furlough used to address a State fiscal emergency. Requires employee contributions, plus an amount determined by the Board to be equal to the employer's normal cost of the benefit, plus interest at the actuarially assumed rate. Effective immediately.

INC TX-DEDUCTIONS

Amends the Illinois Income Tax Act. Creates an income tax deduction for an amount equal to the income derived by an individual under the age of 18 from the auction of his or her livestock that is entered in the Illinois State Fair or the DuQuoin State Fair. Exempts the deduction from the Act's sunset provisions. Effective July 1, 2009.

CRIM CD-HARBORING RUNAWAY

Amends the Criminal Code of 1961. Includes in the offense of harboring a runaway knowingly giving shelter to an unemancipated minor for any length of time on at least 3 occasions within a one-year period without the knowledge and consent of the minor's parent or guardian, and without notifying the local law enforcement authorities of the minor's name and the fact that the minor is being provided shelter. Provides that a violation is a Class A misdemeanor.

PEN CD-IMRF-INCR DEATH BENEFIT

Amends the Illinois Municipal Retirement Fund (IMRF) Article of the Illinois Pension Code. Increases the death benefit from $3,000 to $5,000. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

MEDICAL CORP-PODIATRISTS

Amends the Medical Corporation Act. Provides that each individual medical corporation employee licensed pursuant to the Podiatric Medical Practice Act of 1987 shall remain subject to reprimand or discipline for his or her conduct under the provisions of that Act. Effective immediately.

SEX OFFENDER REG-RETROACTIVE

Amends the Sex Offender Registration Act. Provides that a person is required to register as a sex offender who was not previously required to register before the effective date of the amendatory Act because the sex offense that the person committed occurred before a specified date. Requires that person to register within 5 days after the effective date of the amendatory Act. Provides that if the person is confined, institutionalized, or imprisoned in Illinois on or after the effective date of the amendatory Act, he or she shall register in person with the local law enforcement agency within 5 days of discharge, parole, or release. Provides for the duration of the registration.

SPRINGFIELD-SANGAMON RAIL AUTH

Creates the Springfield-Sangamon County Rail Consolidation Authority Act. Provides for the creation of the Springfield-Sangamon County Rail Consolidation Authority for the purpose of consolidating rail traffic in Sangamon County. Provides that the Authority shall be governed by a board of directors. Provides that the board shall consist of 4 members. Sets forth the membership, terms, and powers of the board. Authorizes the board to acquire property by eminent domain. Amends the Eminent Domain Act to authorize eminent domain powers under the Act. Provides that quick-take proceeding may be used by the Authority for the acquisition of property located within Sangamon County for the purpose of consolidating rail traffic. Effective immediately.

PENSIONS-TWO-TIER

Amends the Illinois Pension Code, if and only if Senate Bill 1946 of the 96th General Assembly becomes law, in provisions applicable to new hires, provides that a participant is entitled to a retirement annuity beginning on the date specified by the participant in a written application only if, on that specified date, he or she has attained age 62 (rather than age 67) and has at least 10 years of service credit and removes provisions concerning entitlement to a reduced annuity. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately, but no earlier than the effective date of Section 1-160 of the Illinois Pension Code added by Senate Bill 1946 of the 96th General Assembly.

WILDLIFE-VETERAN-FEES

Amends the Fish and Aquatic Life Code. Commencing with the 2011 license year, sets (i) the fishing license fee for resident veterans after returning from service abroad or mobilization by the President at one-half of the fishing license fee for residents and (ii) the sportsmen's combination license fee at one-half of the sportsmen's combination license fee for residents. Requires veterans to provide verification of their service. Authorizes the Department to establish what constitutes suitable verification of service for the purpose of issuing these licenses to resident veterans at a reduced fee. Amends the Wildlife Code. Commencing with the 2011 license year, sets the hunting license fee for resident veterans after returning from service abroad or mobilization by the President at one-half of the hunting license fee for residents. Requires veterans to provide verification of their service. Authorizes the Department to establish what constitutes suitable verification of service for the purpose of issuing hunting licenses to resident veterans at a reduced fee. Effective April 1, 2011.

VETERANS-CAMP AND HUNT FEES

Amends the Department of Natural Resources (Conservation) Law of the Civil Administrative Code of Illinois, the Fish and Aquatic Life Code, and the Wildlife Code to allow a serviceman or servicewoman who is returning from service abroad or mobilization to camp, fish, and hunt in the State without fee for as long as he or she maintains residency in Illinois. Effective immediately.
