VEH CD-HOMEMADE TRAILERS

Amends the Illinois Vehicle Code. Adds Secretary of State police officers to the category of persons who may conduct required inspections of homemade trailers prior to the issuance of a certificate of title. Effective July 1, 2011.

REC TRAILS OF IL ACT - ATVS

Amends the Recreational Trails of Illinois Act. Provides that the Department of Natural Resources may allow the operation of all-terrain vehicles, as defined in the Illinois Vehicle Code, on designated trails on property owned or managed by the Department if the temperature is below 28 degrees Fahrenheit and there is less than 4 inches of snow on the ground. Effective immediately.

LIQUOR - WAIVER OF HEARING

Amends the Liquor Control Act of 1934. Any licensee under this Act who is subject to a hearing for allegedly violating a provision of this Act may waive his or her right to that hearing and shall not be required to appear before the Commission if, before the scheduled hearing date, the licensee (1) concedes that he or she violated the Act as alleged and (2) consents to any penalty and pays any fine to be imposed for the violation.

CMS-EMPLOYEE VEHICLE INS

Amends the Department of Central Management Services Law. Provides that neither the Department nor a State agency may require that the cost of liability insurance covering a motor vehicle owned, leased, or controlled by the State be reimbursed by an employee who has been assigned or authorized to use that motor vehicle.

INC TX-ESTIMATED TAXES

Amends the Illinois Income Tax Act. In a Section concerning estimated taxes, provides that, if a taxpayer is entitled to a refund after the payment of the fourth installment, then he or she may apply the amount of the refund to the first installment due in the next taxable year.

PUB AID-TANF-SUBSTANCE ABUSE

Amends the Illinois Public Aid Code. Provides that the Department of Human Services may require substance abuse testing as a condition for assistance under the Temporary Assistance For Needy Families (TANF) program. Provides that the Department shall implement a pilot program of substance abuse testing as a condition for TANF eligibility in at least 3 counties, followed by statewide implementation after certain steps have been completed. Contains provisions concerning test results. Requires an annual report to the General Assembly. Provides that these provisions do not apply to an individual 65 years of age or older or to a resident of a facility licensed under the Nursing Home Care Act or the MR/DD Community Care Act. Effective immediately.

ENTERPRISE ZONE-EXTENSION

Amends the Illinois Enterprise Zone Act. Provides that an area is qualified to become an enterprise zone if it comprises not more than 18 square miles (now, 12 square miles). Provides that an enterprise zone shall be in effect for 55 years (now, 30 years). Authorizes the Department of Commerce and Economic Opportunity to certify an additional 10 enterprise zones between January 1, 2013 and December 31, 2022. Requires each Zone Administrator to post a copy of the enterprise zone boundaries on its website and to collect and aggregate certain information. Amends the Corporate Accountability for Tax Expenditures Act. Changes the definitions of "full-time, permanent job" and "retained employee". Amends the Illinois Income Tax Act. Eliminates the job tax credit for a taxpayer conducting business operations in an enterprise zone. Eliminates the deduction for dividends that were paid by a corporation which conducts business operations in an enterprise zone. Eliminates the deduction for interest income from a loan or loans secured by property which is eligible for the Enterprise Zone Investment Credit. Effective immediately.

DISSOLUTION-EDUCATION EXPENSES

Amends the Illinois Marriage and Dissolution of Marriage Act. Provides that, if the child resides with a parent while attending college or an educational institution providing professional or vocational training, educational expenses include various expenses during periods of recess. Provides that, in the case of any award ordered by a court relative to postsecondary college, professional, or vocational training, the total amount awarded for undergraduate college education expenses may not exceed costs of attending a State university and expenses awarded for professional or vocational training programs may not exceed the cost of attending an institution in the State that provides comparable professional or vocational training sought by the child, the child must timely apply to all schools reasonably requested by both parents, the child must apply for loans, grants, or any other form of financial assistance for which the child is potentially eligible or qualified, and the duration of awards for educational expenses shall not exceed 4 years, or such lesser period established by a professional or vocational school for completion of the program in which the child has enrolled. Provides that in no event shall any third-party beneficiary rights arise with respect to awards for support or educational expenses.

VEH CD-NON-HWY VEH:SNOW REMOVE

Amends the Illinois Vehicle Code. Provides that it shall not be unlawful for any person to drive or operate certain non-highway vehicles on a county roadway or township roadway for the purpose of removing snow or ice from a roadway by plowing, sanding, or salting. Provides that the mechanical equipment and mandatory insurance requirements that generally apply to non-highway vehicles when operated on a roadway do not apply to certain non-highway vehicles used for snow removal. Provides that if non-highway vehicles used for snow removal on a roadway are not covered under a motor vehicle insurance policy, the vehicles must be covered under a farm, home, or non-highway vehicle insurance policy. Provides that the non-highway vehicles used for snow removal on a county or township roadway at any time between one-half hour before sunset and one-half hour after sunrise must be equipped with head lamps and tail lamps, and the head lamps and tail lamps must be lighted. Provides that certain non-highway vehicles used for snow removal may not cross a toll road, interstate highway, or controlled access highway but may cross a State highway, municipal street, county highway, or road district highway if specified conditions are followed by the operator. Effective immediately.

PROP TX-WIND ENERGY DEVICE

Amends the Property Tax Code. In a Section concerning valuation of wind energy property, provides that (i) for taxable years 2007 through 2009, "wind energy device" means any device with a nameplate capacity of at least 0.5 megawatts that is used in the process of converting kinetic energy from the wind to generate electric power for commercial sale, and (ii) for taxable year 2010 and thereafter, "wind energy device" means any device used to convert kinetic energy from the wind into electric power. Effective immediately.
