Amends the Criminal Code of 1961. Provides that a person commits criminal street gang recruitment when he or she recruits, solicits, or induces another person to join or remain a member of a criminal street gang. Provides that the penalty is a Class 4 felony. Provides that if the person recruited, solicited, or induced is a minor, the offense is a Class 3 felony.

Amends the Charitable Trust Act. Reduces from $200 to $50 the fee required upon re-registration after cancellation of registration of a trust or organization that by law is required to be registered.
Amends the Illinois Vehicle Code. Changes the fees charged for inclusion in the Dealer Recovery Trust Fund to $50 (instead of $500 for the applicant's established place of business, and $50 for each additional place of business, if any, and half those amounts if the application is made after June 15 of any year). Provides that in any year for which the balance in the Fund as of August 31st is greater than $1,500,000 (instead of $3,500,000), the Fund Administrator shall notify the Secretary of State and the Secretary shall suspend collection of the fee for the following year for any dealer who meets certain criteria. Provides that no award for a claim from the Fund shall exceed $25,000 (instead of $35,000).
Amends the State Employees Group Insurance Act of 1971. Makes a technical change in a Section concerning the short title.
Amends the Illinois Vehicle Code. Provides that the Department of Transportation, with respect to highways under its jurisdiction, and local authorities, with respect to highways under their jurisdiction, may issue a special permit for continuous limited operation, authorizing the applicant to transport farm implements that exceed the weight limits provided for in the Code if specified requirements are met. Provides that the fee for a special permit to transport farm implements is $12.50 quarterly and $50.00 annually.
Amends the Property Tax Code. Requires the county clerk to abate a percentage of the property taxes levied on each parcel of property that is owned and used exclusively as a home by a disabled veteran, or the spouse or unmarried surviving spouse of the veteran. Provides that the percentage of taxes to be abated is equal to the percentage of disability of the veteran. Effective immediately.
Amends the Property Tax Code. Provides that, in addition to or instead of publishing any property tax assessment in a newspaper, a county of less than 3,000,000 may publish the assessment on its Internet website. Sets forth requirements for the Internet publication.
Amends the Economic Development for a Growing Economy Tax Credit Act. Provides that certain taxpayers that are primarily engaged in the transportation of motor freight are eligible to claim the Credit against their obligation to pay over withholding taxes. Effective immediately.
Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning tax credits for providing child care for employees.
Amends the Unified Code of Corrections. Provides that a parole agent or parole supervisor shall register his or her off-duty firearms with the agency with whom the parole agent or parole supervisor is employed (rather than with the Illinois Department of State Police).
