Amends the Illinois Procurement Code. Provides that the Code does not apply to contracts between the Department of Agriculture and a non-profit service organization for the purpose of providing goods or services on the Illinois State Fairgrounds during the Illinois State Fair or on the DuQuoin State Fairgrounds during the DuQuoin State Fair. Effective immediately.

Amends the Criminal Code of 2012. Provides that a contractor or subcontractor under a contract or subcontract for the development and supply of rifles, shotguns, weapons, or ammunition to the United States government or any branch of the Armed Forces of the United States, when the activities are necessary and incident to fulfilling the terms of the contract, may transport these weapons even if they are not broken down in a non-functioning state, or are immediately accessible. Permits the transportation of a rifle with a barrel or barrels less than 16 inches in length that is not broken down in a non-functioning state, or are immediately accessible by a person: (1) who has been issued a Curios and Relics license from the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives; or (2) who is an active member of a bona fide, nationally recognized military re-enacting group and the modification is required and necessary to accurately portray the weapon for historical re-enactment purposes; the re-enactor is in possession of a valid and current re-enacting group membership credential; and the overall length of the weapon as modified is not less than 26 inches. Effective immediately.
Amends the Illinois Public Aid Code. Provides that the Department of Human Services may require substance abuse testing as a condition for assistance under the Temporary Assistance For Needy Families (TANF) program. Provides that the Department shall implement a pilot program of substance abuse testing as a condition for TANF eligibility in at least 3 counties, followed by statewide implementation after certain steps have been completed. Contains provisions concerning test results. Requires an annual report to the General Assembly. Provides that these provisions do not apply to an individual 65 years of age or older or to a resident of a facility licensed under the Nursing Home Care Act or the ID/DD Community Care Act. Effective immediately.
Amends the Illinois Public Aid Code. Provides that in an effort to promote self-support and reduce the likelihood of long-term economic dependency, when a recipient of financial aid provided under the Code experiences a reduction in financial aid upon obtaining employment, the Department of Human Services shall for one year pay the recipient monthly amounts equal to the difference between the monthly amount in reduced financial aid the recipient receives plus monthly earnings and the monthly amount in financial aid the recipient would have received had he or she not obtained employment. Provides that this provision shall apply only if the recipient's monthly amount in reduced financial aid plus monthly earnings is less than the monthly amount in financial aid the recipient would have received had he or she not obtained employment. Effective immediately.
Amends the Local Government Employees Political Rights Act. Provides that any law enforcement officer who is elected to the Illinois General Assembly and provides a written application shall be granted a leave of absence without compensation during his or her term of office. Provides that if that law enforcement officer desires to continue his or her employment during his or her term of office, the employer shall cooperate with the officer and adopt a mutually agreeable work schedule. Effective immediately.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning the short title.
Amends the Prevailing Wage Act. Makes a technical change in a Section concerning construction of the Act.
Amends the Illinois Vehicle Code. In a Section concerning used vehicle dealer prelicensing education requirements, provides that an organization representing independent Illinois automobile dealers shall provide 2 of the mandatory 8 hours of courses.
Amends the Criminal Code of 2012. Exempts from the offenses of unlawful use of weapons and aggravated unlawful use of a weapon concerning the possession and carrying of firearms, with written permission of the school board, a person certified as a teacher under the School Code and employed as a teacher by a school district, while actually engaged in the performance of the duties of his or her employment or commuting between his or her home and place of employment. Provides that the person must have successfully completed, at his or her own expense, a course of study, approved by and supervised by the Department of Financial and Professional Regulation, consisting of not less than 40 hours of training that includes theory of law enforcement, liability for acts, and the handling of weapons. Provides that a person shall be considered to be eligible for this exemption if he or she has completed the required 20 hours of training for a security officer and 20 hours of required firearm training, and has been issued a firearm control card by the Department of Financial and Professional Regulation. Provides that notwithstanding any other provisions of law, no school district may require any teacher, as a condition of employment, to carry a firearm as authorized under this provision.
Amends the Illinois Procurement Code. Provides that bidders shall participate in apprenticeship and training programs for trades the bidder specifies in the bid will be used in the performance of the contract. Amends the Prevailing Wage Act. Excludes projects with a total cost of $25,000 or less, certain projects to be used for private purposes, and certain projects for charitable organizations. Excludes maintenance, repair, assembly, and disassembly work performed on equipment. Allows an action for damages for false complaints under the Act. Provides that a prevailing wage determined at the time of bid submission shall continue for the duration of the contract. Prohibits public bodies from denying a contract to a contractor based upon a complaint under the Act unless the contractor is debarred at the time of the bid; pre-empts home rule.
