Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning the short title.

Amends the Criminal Code of 1961, the Unified Code of Corrections, and the County Jail Act. Permits currently employed and retired State correctional officers and county correctional officers to carry their own firearms off duty without being in violation of the unlawful use of weapons and aggravated unlawful use of a weapon statutes if they meet certain training requirements.
Amends the Fence Act. Provides that if the fence viewers fail to decide within 60 (instead of 90) days after the matter was submitted to them, either the county board or the township board of trustees may assume jurisdiction of the matter and make a decision. If neither the county board nor the township board of trustees makes a decision thereon within 60 days after the expiration of such 60 (instead of 90)day period, either party may petition the circuit court to decide the matter.
Amends the Administration Article of the Illinois Public Aid Code. Provides that subject to any exemptions provided under federal law, to be eligible for public assistance benefits under any Article of the Code an applicant's immigration status must be verified through the federal Systematic Alien Verification for Entitlements (SAVE) Program.
Amends the Local Government Employees Political Rights Act. Provides that any law enforcement officer who is elected to the Illinois General Assembly shall be granted a leave of absence without compensation during his or her term of office. Effective immediately.
Amends the Criminal Code of 1961. Permits the use of an eavesdropping device with the consent of any one party (rather than all of the parties) to the conversation or electronic communication and at the request of a State's Attorney. Permits a person to use or divulge information obtained by the use of an eavesdropping device in a criminal proceeding. Effective immediately.
Amends the Wildlife Code. Provides that deer may be taken in the State with rifles that fire certain handgun cartridges. Provides that over and under combination rifle-shotguns are prohibited.
Amends the Criminal Code of 1961. Provides that, in addition to other elements of the offense, a person commits the offense of child abandonment when he or she, as a parent, guardian, or other person having physical custody or control of a child under 13 years of age, willfully or by culpable negligence fails to make contact with or otherwise verify the whereabouts and safety of that child for a period of 24 hours and to immediately report the child as missing to a law enforcement agency after this 24-hour period expires without contact. Creates the offense of failure to report the death of a child. Provides that a person commits the offense when he or she, as a parent, guardian, or other person having physical custody or control of a child under 18 years of age reasonably believes that the child has died and fails within one hour of forming that reasonable belief, or as soon thereafter as reasonably practicable if compliance within one hour is impracticable, to: (1) notify a law enforcement agency of the child's apparent death and the location of the child; or (2) seek medical attention on the child's behalf. Provides that failure to report the death of a child is a Class 4 felony.
Amends the Illinois Vehicle Code. Removes 55-foot limit for truck tractor-semitrailer combinations. Effective immediately.
Amends the Auction License Act. Removes language exempting new or used vehicle dealers from licensure requirements of the Act. Effective immediately.
