Creates the Downtown Real Estate Improvement Assessment Phase-In Act. Authorizes any property owner within a downtown development district to apply for an assessment phase-in. Amends the Property Tax Code. Provides that the local assessment officer may phase-in the increase in assessed value of property in an area designated by a municipality as a downtown development district. Provides that a property is not eligible for the phase-in program if: (i) the property is receiving tax increment finance revenue through a redevelopment agreement or through some other type of agreement or ordinance where the property's value is directly dependent upon the increased value of the property or (ii) the property ceases to be part of a downtown development district. Effective immediately.

Amends the Wildlife Code. Provides that the Department of Natural Resources may issue crossbow permits to persons age 65 and older upon appropriate verification of age. Effective immediately.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that the tax imposed by these Acts on gasohol applies to 70% of the proceeds of sales made on or after January 1, 1990 and before January 1, 2008 (now, July 1, 2003), and to 100% of the proceeds of sales made thereafter. Effective July 1, 2003.
Amends the Election Code, the General Assembly Compensation Act, and the Legislative Commission Reorganization Act of 1984. Prohibits a General Assembly member from using his or her office allowance to pay for the printing or distribution of a constituent newsletter from the September 1 before a general election until the day after that general election. Prohibits the Legislative Printing Unit from printing a member's constituent newsletter during that time. Prohibits a General Assembly member from distributing during that period a constituent newsletter printed at any time by the Legislative Printing Unit. Makes violation of these provisions by a General Assembly member who is a candidate a violation of the campaign finance Article of the Election Code.
Amends the Public Library District Act of 1991. Allows the board of any public library district (other than districts located in the City of Chicago) to transfer money from the Tort Immunity Fund to the General Fund if certain conditions are met.
Amends the Illinois Vehicle Code. Provides that, beginning with the 2006 registration year, the Secretary of State shall stagger registrations of trailers that are not apportionable for which multi-year plates are issued.
Amends the Retailers' Occupation Tax Act. Exempts gasohol from the prepayment of the retailers' occupation taxes required to be paid on motor fuels sold at retail by unlicensed distributors or suppliers. Effective January 1, 2004.
Amends the County Jail Act. Provides that if in the opinion of the Warden, a prisoner appears to be mentally ill or developmentally disabled and may be a danger to himself or herself, to other prisoners, or to jail personnel or appears to be in need of immediate mental health services, the Warden shall, within 72 hours of the admittance of the prisoner to the county jail, obtain an evaluation of the prisoner's condition from a physician, psychiatrist, or qualified examiner as defined in the Mental Health and Developmental Disabilities Code. Provides that if the physician, psychiatrist, or qualified examiner determines that the prisoner is in need of mental health or developmental disability services, the Warden shall transfer the prisoner to such other facility for the appropriate treatment.
Amends the Illinois Vehicle Code. Adds vehicles that transport manure to the definition of implement of husbandry, and excludes from that definition implements of husbandry with a gross weight exceeding 54,000 pounds (instead of 36,000 pounds). Effective immediately.
Amends the Retailers' Occupation Tax Act. Makes technical changes in a Section concerning the short title.
