Amends the Illinois Vehicle Code. Provides that, beginning with the 2006 registration year, the Secretary of State shall stagger registrations of trailers and semitrailers that are not apportionable for which multi-year plates are issued.

Amends the Elder Abuse and Neglect Act. Requires the Department on Aging to establish and maintain a clearinghouse for all reports of elder abuse, neglect, or financial exploitation. Requires that every State agency report to the clearinghouse all cases of confirmed elder abuse, neglect, or financial exploitation known to the agency. Effective immediately.
Amends the Criminal Code of 1961. Creates the offense of criminal trespass to an agricultural facility. Defines the offense as entering upon lands or buildings owned by any other person without the license of the owner or legal occupant, where signs forbidding trespass are displayed, and where cattle, goats, pigs, sheep, fowl, or any other animal is being raised, bred, fed, or held for the purpose of food for human consumption; or injuring, gathering, or carrying away any animal being housed on any of those lands, without the license of the owner or legal occupant; or damaging, destroying, or removing, or causing to be removed, damaged, or destroyed, any stakes, marks, fences, or signs intended to designate the boundaries and limits of any of those lands. Provides that criminal trespass to an agricultural facility is a Class B misdemeanor.
Amends the School Code. Creates the Professional Teacher Standards Board consisting of 11 members appointed by the Governor to administer the Article of the School Code governing the certification of teachers and other certificated school personnel and the approval of teacher and administrator preparation programs. Gives the Professional Teacher Standards Board all powers and duties currently exercised by the State Board of Education and the State Teacher Certification Board with respect to administration of the certification and program approval process, and abolishes the State Teacher Certification Board. Authorizes the Professional Teacher Standards Board to employ an Executive Director and such other staff members as are necessary to exercise its powers and duties and carry out its functions. Provides that a Standard Certificate may be renewed based on proof of professional development (instead of on proof of continuing education or professional development). Makes other changes. Effective July 1, 2003.
Amends the State Finance Act. Makes technical changes in a Section concerning the short title.
Amends the Illinois Vehicle Code. Deletes the 65 foot length limitation on certain trucks that are allowed access onto county, township, and municipal highways for a distance of 5 miles for purposes of loading and unloading and for purposes of food, fuel, repairs, and rest.
Amends various Acts relating to the governance of public universities in Illinois. Provides that if the tuition rate that public universities in Wisconsin charge Illinois residents does not exceed the tuition rate that these universities charge Wisconsin residents, then the tuition rate that an Illinois university charges Wisconsin residents may not exceed the tuition rate that the university charges Illinois residents.
Amends the County Jail Act. Provides that if in the opinion of the Warden, a prisoner appears to be mentally ill or developmentally disabled and may be a danger to himself or herself, to other prisoners, or to jail personnel or appears to be in need of immediate mental health services, the Warden shall, within 72 hours of the admittance of the prisoner to the county jail, obtain an evaluation of the prisoner's condition from a physician, psychiatrist, or qualified examiner as defined in the Mental Health and Developmental Disabilities Code. Provides that if the physician, psychiatrist, or qualified examiner determines that the prisoner is in need of mental health or developmental disability services, the Warden shall transfer the prisoner to such other facility for the appropriate treatment.
Amends the State Finance Act. Provides that no transfers may be made, in order to help defray the State's operating costs for the fiscal year, from the Road Fund or the State Construction Account Fund on or after the effective date of this amendatory Act. Effective July 1, 2004.
Creates the I-FLY Act and amends the State Finance Act. Creates the I-FLY Fund as a special fund in the State treasury. Provides that moneys in the Fund may be used to make grants to airports located outside of Cook County for: (1) the recruitment and retention of air carriers at these airports; (2) feasibility studies or business plans to study the recruitment, retention, and expansion of commercial air carriers at these airports; and (3) capital improvements to attract or retain of commercial air service. Establishes eligibility criteria and grant requirements. Effective immediately.
