Amends the Use Tax Act and the Retailers' Occupation Tax Act. Provides that a transaction reporting return for an item that must be titled or registered that is transmitted by mail by the retailer and postmarked not later than 20 days after the date of delivery of the item that is being sold shall be deemed to have been filed in accordance with the 20-day deadline for filing transaction returns with the Department of Revenue. Effective immediately.

Amends the Illinois Vehicle Code. Provides that a truck used for the transportation of milk is a nondivisible load or vehicle.
Amends the Illinois Vehicle Code. Adds vehicles that transport manure to the definition of implement of husbandry, and excludes from that definition implements of husbandry with a gross weight exceeding 80,000 pounds (instead of 36,000 pounds). Effective immediately.
Amends the Unified Code of Corrections. Provides that the court may impose an extended term sentence upon an offender who has been convicted of first degree murder when the offender has previously been convicted of domestic battery or aggravated domestic battery committed against the murdered individual or has previously been convicted of violation of an order of protection in which the murdered individual was the protected person.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning size, weight, and load limitations.
Amends the Sex Offender and Child Murderer Community Notification Law. Provides that a manager of a condominium or of an apartment building shall post in a conspicuous place in the common areas of the condominium or apartment building a notice as to how a unit owner or renter can obtain information about persons who are registered as sex offenders under the Sex Offender Registration Act, including how to access information maintained in the Statewide Sex Offender Database that is posted on the Department of State Police Web site. Effective immediately.
Amends the Illinois Vehicle Code. Provides that, during the period beginning on August 15 and ending on December 15 of any year, a vehicle or combination of vehicles whose gross weight does not exceed 80,000 pounds and that does not exceed existing length and width limits may use highways under the jurisdiction of local authorities or a road district highway commissioner to transport agricultural products from the field to grain bins or a grain elevator or from grain bins to a grain elevator. Requires the motor vehicle or combination of motor vehicles to use the most direct route available to reach its destination.
Amends the Auction License Act. Makes a technical change in a Section concerning legislative intent.
Amends the Illinois Vehicle Code with regard to new and used vehicle dealer license fees. Provides that the fee varies according to the number of vehicles sold by the dealer during the previous year. Provides that a dealer's license application shall indicate the number of vehicles sold by the dealer the previous year, supported by documentation prescribed by the Secretary of State. Sets a new schedule of license fees for new and used vehicle dealers, including one fee for the applicant's established place of business and a lower fee for each additional place of business, if any, to which the application pertains.
Amends the Downstate Police Article of the Pension Code to allow purchase of service credit for up to 2 years of military service not immediately preceded by employment. Allows purchase at a reduced interest rate for 6 months. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
