Amends the Motor Fuel Tax Law. Provides that a minimum of 10% of the portion of motor fuel tax proceeds distributed to municipalities, counties, and road districts shall be (i) used for the repair, maintenance, and improvement of highways upon which vehicles and vehicle combinations of 80,000 pounds or more may travel or (ii) invested for future use on those highways. Effective January 1, 2011.

Amends the Property Tax Code. Makes a technical change in a Section concerning the definition of "33 1/3%".
Amends the Department of Labor Law of the Civil Administrative Code of Illinois. Provides that the Department of Labor shall require that each State agency require an applicant for State employment to disclose to the State agency on an application for State employment criminal history record information of the applicant, including violations of traffic regulations governing the movement of vehicles, but excluding violations of traffic regulations not governing the movement of vehicles.
Amends the Downstate Police Article of the Illinois Pension Code. Provides that, beginning on the effective date of this amendatory Act, "police officer" or "officer" includes any person who is employed as a police dispatcher. Allows a police dispatcher to transfer creditable service under the Illinois Municipal Retirement Fund Article to his or her pension fund under the Downstate Police Article. Amends the State Employee Article of the Illinois Pension Code. Allows an investigator for the Secretary of State to elect to establish eligible creditable service for up to 5 years of service as a police officer under the Downstate Police Article or Illinois Municipal Retirement Fund Article. Exempts the changes from new benefit increase provisions. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Property Tax Code. Provides that the county clerk of each county shall abate the taxes on any wind energy device that is located within an Enterprise Zone created under the Illinois Enterprise Zone Act. Effective immediately.
Amends the Illinois Vehicle Code. Provides that all motor vehicles with two headlights must operate with those headlights turned on at all times, regardless of the time of day or weather conditions, rather than during a period of from sunset to sunrise, at times when rain, snow, fog, or other atmospheric conditions require the use of windshield wipers, and at any other times when, due to insufficient light or unfavorable atmospheric conditions, persons and vehicles on the highway are not clearly discernible at a distance of 1000 feet. Effective January 1, 2010.
Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that at the time a consumer enters into an agreement for the purchase of wireless telecommunications service from a wireless telecommunications carrier, the carrier must offer the consumer the option of not receiving automated instructions for leaving voice mail in connection with calls made by the consumer. Makes a carrier's violation of this provision an unlawful practice under the Act. Effective immediately.

Amends the Property Tax Code. Provides that the alternate valuation for wind energy devices applies through 2016 (now, 2011). Effective immediately.
Amends the Illinois Public Aid Code. Provides that as a condition of initial eligibility for any benefits under the Code, an applicant must pass a drug screening. Provides that as a condition of continued eligibility for benefits, a recipient must pass random drug screenings as prescribed by the Department of Human Services or the Department of Healthcare and Family Services. Effective immediately.
