Amends the Elevator Safety and Regulation Act. Provides that the Act, with the exception of this new provision, shall not apply to any county in the State other than the counties of Cook, DuPage, Kane, Lake, McHenry, and Will. Provides that any county other than the counties of Cook, DuPage, Kane, Lake, McHenry, and Will, and any municipality that lies within any county other than the counties of Cook, DuPage, Kane, Lake, McHenry, and Will, may set up its own inspection system for elevators and lifts by local ordinance.

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that a consumer reporting agency shall remove a security freeze on a consumer's credit report no later than 15 minutes after receiving a request from the consumer (i) through a secure electronic mail connection provided by the consumer reporting agency or (ii) by telephone, through the Internet, or, if provided by the consumer reporting agency, through other electronic media. Sets forth various circumstances under which a consumer reporting agency is not required to comply with a consumer's request within the 15-minute time frame, including the consumer's failure to provide proper identification, a natural disaster, operational interruptions, governmental actions, and computer maintenance. Effective immediately.
Amends the Criminal Code of 1961. Permits the use of an eavesdropping device with the consent of any one party (rather than all of the parties) to the conversation or electronic communication and at the request of a State's Attorney. Permits a person to use or divulge information obtained by the use of an eavesdropping device in a criminal proceeding. Effective immediately.
Amends the Illinois Procurement Code. Provides that the requirement that a State construction contract responsible bidder and his or her subcontractors participate in applicable apprenticeship and training programs is limited to those trades that the bid specifies will be used on the project and that have apprenticeship or training programs. Changes the name of the federal entity that approves and accepts registration of the apprenticeship and training programs.
Authorizes the Director of the Department of Natural Resources to convey described parcels in Jo Daviess County to the City of Galena. Effective immediately.
Amends the Code of Criminal Procedure of 1963. Provides that the State's Attorney, or a person designated in writing or by law to act for the State's Attorney and to perform his or her duties during his or her absence or disability, may authorize, in writing, an ex parte application to the chief judge of a court of competent jurisdiction for an order authorizing the interception of a private communication when no party has consented to the interception and the interception may provide evidence of, or may assist in the apprehension of a person who has committed, is committing or is about to commit, a felony offense as defined in the Criminal Code of 1961 (rather than a specified offense). Effective immediately.
Amends the Criminal Code of 1961. Increases from a Class A misdemeanor to a Class 4 felony the aggravated assault of a peace officer, a community policing volunteer, a private security officer, or a fireman while the officer or fireman is engaged in the execution of any of his or her official duties, or to prevent the officer, community policing volunteer, or fireman from performing his or her official duties, or in retaliation for the officer, community policing volunteer, or fireman performing his or her official duties, and the assault is committed other than by the discharge of a firearm in the direction of the officer or fireman or in the direction of a vehicle occupied by the officer or fireman. Effective immediately.
Amends the Illinois Horse Meat Act. Restores language that exempted certain types of horse meat from regulation under the Act. Repeals a provision that prohibits the slaughter of horses for human consumption. Amends the Animals Intended for Food Act. Expands the definition of "animal" to include "horses, mules, or other equidae". Amends the Illinois Equine Infectious Anemia Control Act. Allows equidae more than 12 months of age to enter the State for immediate slaughter without a certificate of veterinary inspection. Requires equidae entering the State for immediate slaughter to be accompanied by a consignment direct to slaughter at an approved equine slaughtering establishment. Amends the Humane Care for Animals Act. Creates an exemption from the general prohibition against selling, offering to sell, leading, riding, transporting, or driving on any public way any equidae that, because of debility, disease, lameness or any other cause, could not be worked in this State. Deletes a provision that prohibited injured equidae from being sent directly to a slaughter facility. Amends the Humane Slaughter of Livestock Act. Deletes a provision in the definition of the term "livestock" that excludes "horses, mules, or other equidae to be used in and for the preparation of meat or meat products for consumption by human beings". Imposes conditions on any rulemaking authority. Effective immediately.
Amends the Department of Employment Security Law of the Civil Administrative Code of Illinois, the University of Illinois Act, and the Unified Code of Corrections. Creates the Illinois Community Justice Project. Provides that, subject to appropriation, the University of Illinois Extension shall deliver training on behalf of the Department of Corrections to incarcerated persons, families, support networks of incarcerated persons, and Department of Corrections staff and their families to facilitate better conditions and treatment among inmates, among inmates and their support networks and families, and among inmates and facility staff. Provides that, subject to appropriation, the University of Illinois Extension shall also make available throughout the State, programs for local government officials, local businesses, and service organizations to enhance communities relating to the reentry of ex-offenders into those communities and improve reduction of recidivism. Provides that, subject to appropriation, the University of Illinois Extension, in partnership with county probation and district parole offices, shall also provide local research-based cognitive programming to recently released parolees and persons on probation to reduce recidivism in local areas.
Amends the Illinois Renewable Fuels Development Program Act. Creates the Increased Ethanol Content Encouragement Program. Sets out legislative findings regarding certain types of ethanol blended fuel. Provides that the Department of Commerce and Economic Opportunity may provide information to gas stations in the State encouraging the stations to offer E25 as an option for customers. Provides that the Department may provide information to gas stations on any financial assistance that may be available to subsidize the cost of providing E25 blended fuel to consumers. Effective immediately.
