Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the short title of the Code.

Amends the Public Utilities Act. Provides that specified provisions concerning a certificate of public convenience and necessity do not apply to an electric utility providing transmission service connections located within its certified or service territory in the usual course of business or transmission system extensions approved pursuant to a specific provision. Adds a provision concerning an alternative procedure for obtaining a certificate of public convenience and necessity for specified transmission line extensions not in the usual course of business. Includes land use studies as an activity requiring a certificate of public convenience and necessity. Effective immediately.
Amends the Downstate Police, the Chicago Police, and the Chicago Municipal Articles of the Illinois Pension Code. Provides for automatic annual increases in widow's annuities or surviving spouse pensions payable to the surviving spouses of police officers. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Compensation Review Act. For fiscal year 2011, reduces by 10% the annual compensation of (i) directors, secretaries, assistant directors, and assistant secretaries of State agencies under the Governor's jurisdiction and (ii) compensated members of State boards and commissions under the Governor's jurisdiction. Effective immediately.
Amends the Illinois Vehicle Code. Provides that the Secretary of State may suspend the driving privileges of a person that violates or receives court supervision for certain provisions of the Liquor Control Act related to underage purchasing, consumption, and possession of alcoholic beverages for a second time, rather than for the first time.
Urges the residents and local governments of Illinois to move their money from large multi-state banks to Illinois-based community banks in order to support responsible lending practices and the State's economy.
Amends the Criminal Code of 1961. Exempts from an eavesdropping violation recording of a conversation made by or at the request of a person, not a law enforcement officer or agent of a law enforcement officer, who is a party to the conversation, under reasonable suspicion that another party to the conversation is committing, is about to commit, or has committed a criminal offense which is a violation of any provision of the Official Misconduct, Deception Relating to Certification of Disadvantaged Business Enterprises, or Public Contracts Article of the Code and there is reason to believe that evidence of the criminal offense may be obtained by the recording. Effective immediately.
In addition to any other amounts appropriated for suicide prevention, appropriates $1,000,000 from the General Revenue Fund to the Department of Human Services for suicide prevention grants targeting suicide prevention among veterans of military service. Effective July 1, 2009.
Creates the Lottery for Student Scholars Scholarship Act. Contains only a short title provision.
Urges the Congress of the United States to oppose H.R. 503 and S. 727 of the 111th Congress, bills that would criminalize the possession, shipment, transport, purchase, sale, delivery, or receipt of any horse with the intent that it be processed for human consumption.
