Amends the Criminal Code of 1961. Provides that a person also commits the offense of drug induced homicide by causing another person's death through absorption of an unlawfully delivered controlled substance. Effective immediately.

Prohibits a public service announcement on behalf of a State administered program that contains the proper name, image, or voice of a State executive branch constitutional officer or legislator from being displayed on a billboard or electronic message board. Amends the Public Utilities Act. Deletes language that provides that no construction shall commence on any new nuclear power plant to be located within the State, and no certificate of public convenience and necessity or other authorization shall be issued therefor by the Illinois Commerce Commission, until the Director of the Illinois Environmental Protection Agency finds that the United States Government, through its authorized agency, has identified and approved a demonstrable technology or means for the disposal of high level nuclear waste, or until such construction has been specifically approved by a statute enacted by the General Assembly. Deletes the definition of "high level nuclear waste". Effective immediately.
In honor of wounded and deceased veterans, designates Illinois Route 75, which runs from Freeport to the Wisconsin state line southeast of Beloit, Wisconsin, as the Purple Heart Trail.
