URGE CONGRESS-HORSE PROCESSING

Urges the Congress of the United States to oppose H.R. 503 of the 111th Congress, a bill that would criminalize the possession, shipment, transport, purchase, sale, delivery, or receipt of any horse with the intent that it be processed for human consumption.

PEN CD-IMRF-SLEP-PARK POLICE

Amends the Illinois Municipal (IMRF) Article of the Pension Code. Makes park police eligible for the sheriff's law enforcement employee formula. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

VEH CD-ARMED FORCES-UNDER 21

Amends the Illinois Vehicle Code. Defines "active duty" in the Illinois Vehicle Code as active duty pursuant to an executive order of the President of the United States, an act of the Congress of the United States, or an order of the Governor. Defines "service member" as a member of the armed services or reserve forces of the United States or a member of the Illinois National Guard. Provides that the Secretary of State's discretionary authority to suspend a person's driving privileges who is under the age of 21 and has had 2 moving violations in a period of 24 months does not apply to service members on active duty. Provides that the Secretary of State shall rescind the any such suspension occurring before the effective date of this Act. Effective immediately.

PROP TX-PTELL-CPI

Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that, beginning in levy year 2011, for the purpose of determining the extension limitation, the percentage increase in the Consumer Price Index for the 12-month calendar year preceding the levy year may not (i) exceed the percentage increase in the Consumer Price Index for the 12-month calendar year immediately preceding the 12-month calendar year preceding the levy year by more than 37.5% or (ii) be more than 37.5% less than the percentage increase in the Consumer Price Index for the 12-month calendar year immediately preceding the 12-month calendar year preceding the levy year.

PUB AID-TANF-SUBSTANCE ABUSE

Amends the Illinois Public Aid Code. Provides that the Department of Human Services may require substance abuse testing as a condition for assistance under the Temporary Assistance For Needy Families (TANF) program. Provides that the Department shall implement a pilot program of substance abuse testing as a condition for TANF eligibility in at least 3 counties, followed by statewide implementation after certain steps have been completed. Contains provisions concerning test results. Requires an annual report to the General Assembly. Provides that these provisions do not apply to an individual 65 years of age or older or to a resident of a facility licensed under the Nursing Home Care Act or the MR/DD Community Care Act. Effective immediately.

CHILD SUPPORT ACCOUNTING

Amends the Illinois Public Aid Code, the Illinois Marriage and Dissolution of Marriage Act, the Non-Support Punishment Act, and the Illinois Parentage Act of 1984. Provides that the court may order, if it is in the best interest of the minor child on whose behalf support payments are ordered, the parent receiving support to provide an accounting of expenditures of support funds. Requires the moving party to certify that a motion for an accounting is well grounded and not brought for an improper purpose. Provides that the court may order the custodial parent to produce verification of the expenses and may enter any orders necessary to ensure that the funds are expended in the best interest of the child. Creates a rebuttable presumption in favor of joint custody and equal parenting time.

ANIMALS--HORSE MEAT

Amends the Illinois Horse Meat Act. Exempts certain types of horse meat from regulation under the Act. Creates the Equine Rescue Assistance Fund. Requires certain facilities to collect a $25 fee for each slaughtered horse and to remit those sums to the Department of Agriculture for deposit into the Equine Rescue Assistance Fund. Requires the Department to create and administer an Equine Rescue Assistance Program to make grants to qualified equine rescue organizations for the expansion of equine rescue facilities and for the care and maintenance of rescued horses. Repeals a provision that prohibits the slaughter of horses for human consumption. Amends the Animals Intended for Food Act. Expands the definition of "animal" to include "horses, mules, or other equidae". Amends the Illinois Equine Infectious Anemia Control Act. Allows equidae more than 12 months of age to enter the State for immediate slaughter without a certificate of veterinary inspection. Requires equidae entering the State for immediate slaughter to be accompanied by a consignment direct to slaughter at an approved equine slaughtering establishment. Amends the Humane Care for Animals Act. Creates an exemption from the general prohibition against selling, offering to sell, leading, riding, transporting, or driving on any public way any equidae that, because of debility, disease, lameness, or any other cause could not be worked in this State. Deletes a provision that prohibits injured equidae from being sent directly to a slaughter facility. Amends the Humane Slaughter of Livestock Act. Deletes a provision in the definition of the term "livestock" that excludes "horses, mules, or other equidae to be used in and for the preparation of meat or meat products for consumption by human beings". Effective immediately.

ST CONSTRUCTION-APPRENTICESHIP

Amends the Illinois Procurement Code. Provides that the requirement that a State construction contract responsible bidder and his or her subcontractors participate in applicable apprenticeship and training programs is limited to those trades that the bid specifies will be used on the project and that have apprenticeship or training programs. Changes the name of the federal entity that approves and accepts registration of the apprenticeship and training programs.

CNTY-BONDS-EMERGENCY EQUIPMENT

Amends the Counties Code. Provides that the corporate authorities of a county may, upon referendum approval, issue bonds for the purpose of purchasing peace officer communication equipment and emergency services that are compatible with a statewide interoperable voice radio system. Sets forth the requirements for the referendum. Provides that the bonds shall mature 20 years from their respective date of issue. Effective immediately.
