Amends the Regulatory Sunset Act. Extends the repeal date for Section 2.5 of the Illinois Plumbing License Law to January 1, 2023 from January 1, 2013. Effective immediately.

Amends the Illinois Physical Therapy Act. Provides that a licensed physical therapist may provide physical therapy without a referral only if the physical therapist is at least 21 years of age and holds a master or doctorate degree or has completed at least 2 years of practical experience as a licensed physical therapist. Provides that a physical therapist shall refer a patient to a physician, dentist, advanced practice nurse, physician assistant, or podiatrist if the physical therapist has (i) reasonable cause to believe that symptoms or conditions are present that require services beyond the scope of the practice of physical therapy or (ii) provided physical therapy treatment and upon examination or reexamination the same condition that the person sought physical therapy does not demonstrate objective, measurable, functional improvement within a period of 90 consecutive days. Removes having treated ailments of human beings as a licensed physical therapist independent of a documented referral or a documented current and relevant diagnosis from a physician, dentist, advanced practice nurse, physician assistant, or podiatrist, and having failed to notify the physician, dentist, advanced practice nurse, physician assistant, or podiatrist who established a documented current and relevant diagnosis that the patient is receiving physical therapy pursuant to that diagnosis from the list of occurrences upon which the Department of Financial and Professional Regulation may base the decision to take disciplinary action. Effective immediately.
Amends the Regulatory Sunset Act. Extends the repeal date for the Interior Design Title Act to January 1, 2022 from January 1, 2012. Effective immediately.
Urges the President and Congress to strengthen existing ties with the nation of Azerbaijan and affirms the belief of the Illinois House of Representatives that stronger relations should be created between Azerbaijan and the State of Illinois.
Amends the Regulatory Sunset Act. Extends the repeal date for the Naprapathic Practice Act to January 1, 2023 from January 1, 2013. Effective immediately.
Amends the Illinois Insurance Code. In the provision concerning contracting procedures, specifies that no contract is required to provide services to an insured, enrollee, or beneficiary. Provides that when health care services are provided by a nonparticipating health care professional or health care provider, an insurer, health maintenance organization, independent practice association, or physician hospital organization shall (now, may) pay for covered services either to a patient directly or to the nonparticipating health care professional or health care provider. Provides that the Director of Insurance may require an insurance company or agent that wilfully violates any provision of the Article of the Code concerning accident and health insurance to pay to the people of the State a penalty in a sum not exceeding $10,000 (now, $1,000). Specifies that certain provisions of the Code are deemed incorporated into health care professional and health care provider service contracts entered into on or before the effective date of the amendatory Act. Makes other changes.
Amends the Hazardous Material Emergency Response Reimbursement Act. Provides that the Office of the State Fire Marshal (rather than the administrative panel) shall be responsible for (i) reviewing claims made against the Emergency Response Reimbursement Fund and determining reasonable and necessary expenses to be reimbursed to an emergency response agency and (ii) affirming that the emergency response agency has made a reasonable effort to recover expended costs from involved parties. Repeals a provision granting those powers to the administrative panel. Makes other corresponding changes.
Amends the Regulatory Sunset Act. Extends the repeal date for the Home Inspector License Act to January 1, 2022 from January 1, 2012. Effective immediately.
