Amends the Regulatory Sunset Act. Extends the repeal date for the Real Estate Appraiser Licensing Act of 2002 to January 1, 2022 from January 1, 2012. Effective immediately.

Amends the Regulatory Sunset Act. Extends the repeal date for the Dietetic and Nutrition Services Practice Act to January 1, 2023 from January 1, 2013. Effective immediately.
Amends the Regulatory Sunset Act. Extends the repeal date for the Wholesale Drug Distribution Licensing Act to January 1, 2023 from January 1, 2013. Effective immediately.
Amends the Illinois Dental Practice Act. Makes a technical change in a Section concerning social security numbers on license applications.
Amends the Illinois Lottery Law and the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois to extend the Quality of Life scratch-off game and the Quality of Life Board for an additional 5 years. Effective immediately.
Amends the Counties Code and the Rental Housing Support Program Act. Removes language requiring one dollar of each surcharge to be retained by the county in which it was collected and deposited into the county's general revenue fund. Provides that each recorder shall submit the surcharges (rather than $9 of each surcharge) collected in the preceding month to the Department of Revenue and the Department shall deposit these amounts in the Rental Housing Support Program Fund. Adds a severability clause to the Rental Housing Support Program Act. Effective immediately.
Amends the Guardianship and Advocacy Act. Provides that a simple majority of the members serving on the Guardianship and Advocacy Commission shall constitute a quorum (now, 6 members constitute a quorum). Adds that a member of the Commission shall serve for a term ending on June 30 and until his or her successor is appointed and has qualified or until the member resigns and the resignation is filed with the Secretary of State. Provides that a simple majority of the members serving on a regional human rights authority shall constitute a quorum (now, 5 members constitute a quorum). Effective immediately.
Amends the Fire Department Promotion Act. Provides that review sessions held after an examination has been given for the purpose of gathering feedback from candidates shall be at no cost to the candidates. Effective immediately.
Amends the Civic Center Code. Makes a technical change in a Section concerning a civic center authority's power to incur obligations.
Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that special purpose extensions made by any taxing district for the payment of costs associated with an unfunded mandate required by the State for which the taxing district is not directly reimbursed are not included in the definition of aggregate extension. Effective immediately.
