Amends the Regulatory Sunset Act. Extends the repeal date for the Professional Boxing Act to January 1, 2022 from January 1, 2012. Effective immediately.

Creates the Student Housing Fair Market Rent Act. Provides that the rent for student housing (defined as housing for students of a public university that is sanctioned by the university, but owned by a third party) must not exceed the fair market rent within the municipality or county, if unincorporated, where the housing is located. Effective immediately.
Amends Physician Assistant Practice Act of 1987. Provides that a supervising physician shall determine the number of physician assistants under his or her supervision provided the physician is able to provide adequate supervision as outlined in the written supervision agreement and consideration is given to the nature of the physician's practice, complexity of the patient population, and the experience of each supervised physician assistant. Amends the Medical Practice Act of 1987 to make corresponding changes.
Amends the Regulatory Sunset Act. Extends the repeal date for the Elevator Safety and Regulation Act to January 1, 2023 from January 1, 2013. Effective immediately.
Appropriates $2 from the General Revenue Fund to the Department of Human Services for its FY13 ordinary and contingent expenses. Effective July 1, 2012.
Amends the Pharmacy Practice Act, the Illinois Physical Therapy Act, the Respiratory Care Practice Act, the Illinois Landscape Architecture Act of 1989, and the Professional Geologist Licensing Act. Removes the requirement that at least one member of the Board shall attend each hearing in any action for refusal to issue or renew a license or to discipline a licensee. Effective immediately.
Amends the Property Tax Extension Limitation Law in the Property Tax Code. Exempts special purpose extensions made by any taxing district for payment of that district's share of the amounts required to be contributed to any pension fund created under the Illinois Pension Code from the definition of "aggregate extension". Effective immediately.
Amends the Illinois Insurance Code to provide that insurance companies that require the submission of medical records of an applicant for any reason shall pay the health care facility or health care practitioner the applicable fees established under the provision of the Code of Civil Procedure concerning examination of health care records. Amends the Code of Civil Procedure to provide that insurance companies requesting copies of records of an applicant for any reason shall pay the health care facility or health care practitioner the applicable fees established under the provision of the Code of Civil Procedure concerning examination of health care records.
Amends the Regulatory Sunset Act. Extends the repeal date for the Funeral Directors and Embalmers Licensing Code to January 1, 2023 from January 1, 2013. Effective immediately.
Amends the Dual Credit Quality Act. Provides that an institution of higher learning may offer dual credit courses only to high school students in the 12th grade and is prohibited from offering more than 9 semester hours of dual credit courses to those students.
