Amends the Medical Practice Act of 1987. Makes a technical change in a Section concerning the short title.
Amends the Petroleum Equipment Contractors Licensing Act. Defines "licensee". Deletes the requirement that each investigator shall have a minimum of 2 years of investigative experience out of the proceeding 5 years prior to being employed by the State Fire Marshal to enforce the Act. Deletes provisions requiring the Office of the State Fire Marshal to adopt rules regarding training required for personnel engaged in Underground Storage Tank activity regulated under the Act. Makes changes in provisions concerning applications and issuance and renewal of licenses. Makes other changes. Amends the Regulatory Sunset Act. Extends the repeal date for the Petroleum Equipment Contractors Licensing Act to January 1, 2022 from January 1, 2012. Effective immediately.
Amends the Eminent Domain Act. Provides that quick-take proceedings may be used for a period of no longer than one year from the effective date by LaSalle County for the acquisition of land for the purpose of building roadways or other public improvements to serve LaSalle County. Effective immediately.
Amends the Fire Protection District Act. Makes a technical change in a Section concerning an election against organization as a fire protection district.
Amends the Cemetery Oversight Act. Transfers the administration and oversight of the Cemetery Oversight Act from the Secretary of Financial and Professional Regulation and the Department of Financial and Professional Regulation to the Illinois Comptroller. Changes references from "Secretary" and "Department" to "Comptroller". Effective immediately.
Amends the State Finance Act. Provides that the Motor Fuel Tax Fund, the State Construction Account Fund, and the Road Fund shall not be subject to sweeps, administrative charges or chargebacks, or any other fiscal or budgetary maneuver that would transfer any amount from those Funds into any other Fund of the State unless those actions were specifically authorized by law prior to the effective date of the amendatory Act. Repeals a Section of the State Finance Act authorizing the Governor to transfer moneys from the Road Fund to State Construction Account Fund. Effective immediately.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning the Illinois Municipal Retirement Fund.
Amends the Counties Code and the Illinois Municipal Code. Provides that no county or municipality may prohibit a charitable organization from soliciting for charitable purposes, including solicitations taking place on public roadways from passing motorists, if certain requirements are met. Sets forth the requirements concerning the solicitation regarding the groups involved, application requirements, and liability insurance. Defines "local agency" to mean a municipality, county, special district, fire district, joint powers of authority, or other political subdivision of the State of Illinois. Effective immediately.
Amends the Chicago Firefighter Article of the Illinois Pension Code. Provides that, beginning January 1, 2012, for firemen born on or after January 1, 1955 but before January 1, 1960, the automatic annual increases in retirement annuity shall be 3% and shall not be subject to the 30% maximum increase restriction. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
