Amends the Regulatory Sunset Act. Extends the repeal date for the Professional Counselor and Clinical Professional Counselor Licensing Act to January 1, 2023 from January 1, 2013. Effective immediately.
Amends provisions of the Illinois Vehicle Code limiting, to no more than 10% of the annual proceeds of the Illinois Fire Fighters' Memorial Fund, the use of the Fund for exhibits for and the maintenance of the Illinois Fire Fighter Museum. Provides that the limit may be exceeded to pay for emergency repairs related to the structural stability of the Illinois Fire Fighter Museum.
Amends the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004. Makes a technical change in a Section concerning the requirement of a license.
Amends the Real Estate Appraiser Licensing Act of 2002. Defines "address of record". Requires a licensee of this Act to retain records as required by the most recent version of the USPAP and as further defined by rule. Permits the Department of Financial and Professional Regulation to disclose information and documents related to an examination or investigation of a licensee or applicant only to law enforcement officials, other regulatory agencies that have an appropriate regulatory interest as determined by the Secretary, or a party presenting a lawful subpoena to the Department. Provides that any formal complaint against a licensee filed with the Department or an order issued by the Department against a licensee or applicant shall be a public record. Authorizes the Coordinator of Real Estate Appraisal to investigate and determine the facts of a complaint, to interview witnesses, the complainant, and any licensees involved in the alleged matter, and to make a recommendation as to the findings of fact. Makes other changes. Amends the Regulatory Sunset Act to extend the Real Estate Appraiser Licensing Act of 2002 from January 1, 2012 to January 1, 2022. Effective immediately.
Amends the Regulatory Sunset Act. Extends the repeal date for the Water Well and Pump Installation Contractor's License Act to January 1, 2022 from January 1, 2012. Effective immediately.
Amends the Regulatory Sunset Act. Extends the repeal date for the Detection of Deception Examiners Act to January 1, 2022 from January 1, 2012. Effective immediately.
Amends the Illinois Municipal Code. Makes a technical change in a Section concerning definitions.
Amends the Public Utilities Act. Provides an alternative procedure that a large public utility may choose in establishing the ratemaking rate base of a water or sewer utility that the large public utility is acquiring. Defines "large public utility" and "water or sewer utility". Provides that the Commission's order that approves the large public utility's acquisition of the water or sewer utility shall include the Commission's decision establishing (1) the ratemaking rate base of the water or sewer utility and (2) the district or tariff group with which the water or sewer utility will be combined for ratemaking purposes. Sets forth provisions concerning definitions, appraisers and their duties, ratemaking rate base, and rate cases. Makes other changes. Effective immediately.
Amends the Currency Exchange Act. Provides that, upon receipt of an application by a currency exchange to provide additional services to the public, the Secretary of Financial and Professional Regulation shall approve or deny the application within 45 days after the filing of a complete application. Provides that, if the application is denied, the applicant may, within 10 days after the date of the notice of denial, request a hearing. Provides that a public hearing must be held before the Secretary may revoke any authorization for a currency exchange to provide additional services to the public.
