Amends the Liquor Control Act of 1934. Deletes a provision allowing alcoholic liquors to be delivered to or sold at Memorial Stadium on the campus of the University of Illinois at Urbana-Champaign during games in which the Chicago Bears professional football team is playing in that stadium during the renovation of Soldier Field or in a restaurant that is operated by a commercial tenant in the North Campus Parking Deck building that (1) is located at 1201 West University Avenue, Urbana, Illinois and (2) is owned by the Board of Trustees of the University of Illinois. Deletes a similar provision allowing the sale or delivery of alcoholic liquors at professional soccer and women's basketball games on the campus of the U. of I-Chicago. Provides that alcoholic liquors may be served or sold in buildings under the control of the Board of Trustees of the University of Illinois for events that the Board may determine are public events and not related student activities. Provides that the Board of Trustees shall issue a written policy within 6 months of the effective date of the Act concerning the types of events that would be eligible for an exemption. Sets forth a list of factors that the Board of Trustees shall consider in preparing its written policy. Provides that any policy submitted by the Board of Trustees to the Illinois Liquor Control Commission must require that any event at which alcoholic liquors are served or sold in buildings under the control of the Board of Trustees shall require the prior written approval of the Office of the Chancellor for the University campus where the event is located. Amends the Counties Code. Provides that a county board in any county (instead of a county having a population of less than 3,000,000) may establish a code hearing unit. Provides that the code hearing unit may also be used for the adjudication of county ordinances pertaining to vice, drugs, or vehicles.
Amends the Cook County Article of the Illinois Pension Code to reduce (from 0.5% to 0.25% per month) the reduction in pension due to retirement before age 60. Applies only to persons who have at least 20 years of service as a court service deputy sheriff. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Private Detective, Private Alarm, Private Security, and Locksmith Act of 2004. Changes the short title to the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004 and makes conforming changes in various other Acts. Adds provisions to the Act requiring the licensure of fingerprint vendors (persons that offer, advertise, or provide services to fingerprint individuals, through electronic or other means, for the purpose of providing fingerprint images and associated demographic data to the Department of State Police for processing fingerprint based criminal history record information inquiries). Preempts home rule powers. Effective immediately.
Amends the Private Detective, Private Alarm, Private Security, and Locksmith Act of 2004. Replaces references to "firearm authorization card" with "firearm control card" throughout the Act. Makes changes in the definitions of "branch office" and "private alarm contractor". Adds a provision concerning continuing education for licensed private detectives and licensed private security contractors. Makes changes to provisions concerning the training of employees of licensees, qualifications for licensure as a private alarm contractor, uniforms, qualifications of licensure as a locksmith agency, and the Private Detective, Private Alarm, Private Security, and Locksmith Board. Amends the Criminal Code of 1961 to make corresponding changes. Effective immediately.
Amends the Film Production Services Tax Credit Act. Extends the date of the repeal of the Act from January 1, 2008 to January 1, 2009. Effective immediately.
Amends the Regulatory Sunset Act to change the repeal date of the Professional Engineering Practice Act of 1989 from January 1, 2010 to January 1, 2020. Amends the Professional Engineering Practice Act of 1989. Sets forth additional examples of the practice of professional engineering. Sets forth examples of technical submissions. Sets forth provisions concerning complaint investigation and disposition, complaint information, statistical analysis of complaints, and public participation. Allows the Department of Financial and Professional Regulation to grant the title "Retired" to eligible retirees to be used immediately adjacent to the title of Professional Engineer. Provides for the imposition of a civil penalty not to exceed $25,000 (instead of $5,000) for each violation of certain provisions of the Act. Repeals a Section of the Act concerning the application of the Act and exemptions from the Act.
Amends the Illinois Petroleum Education and Marketing Act. Removes the January 1, 2016 expiration date set for the Petroleum Resources Board. Effective immediately.
Amends the Chicago Teacher Article of the Illinois Pension Code to increase the minimum total survivor's pension to 50% of the earned retirement pension for survivors of members who died before January 1, 1987. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Funeral Directors and Embalmers Licensing Code. Provides for the summary suspension of a license issued under the Code upon the finding of the Secretary of Financial and Professional Regulation that the continuation of practice by a licensee would constitute an imminent danger to the public. Effective immediately.
