PROF ENGINEERING-APPLICATN-DEF

Amends the Professional Engineering Practice Act of 1989. Provides that the exemption from the Act of services performed by employees of a business organization engaged in utility, industrial, or manufacturing operations, or by employees of laboratory research affiliates of such business organization, that are rendered in connection with the fabrication or production, sale, and installation of products, systems, or non-engineering services of the business organization or its affiliates does not extend to the construction, rehabilitation, or reconstruction of infrastructure, utility systems, or manufacturing processes of the business organization on its property, or on public property or rights of way where such work may impact the health, safety, or welfare of the public or business organization employees. Removes provisions exempting from the Act the services, for private use, of contractors or owners in the construction of engineering works or the installation of equipment. Provides that examples of "professional engineering practice" include fire protection systems and control systems. Removes the Test of Spoken English (TSE) from the group of tests that an applicant for licensure who graduated from an engineering program outside the United States or its territories and whose first language is not English may submit certification of passage of to the Department of Financial and Professional Regulation.

NURSING HOME ADMIN-EXT SUNSET

Amends the Regulatory Sunset Act to change the repeal date of the Nursing Home Administrators Licensing and Disciplinary Act from January 1, 2008 to January 1, 2018. Effective immediately.

REGULATION-VARIOUS-MISC

Amends the Acupuncture Practice Act. Allows an invited guest acupuncturist from another state or country to engage in professional education if he or she is currently licensed in another state or country and has an active, undisciplined license, or he or she is currently certified in good standing as an acupuncturist by the National Certification Commission for Acupuncture and Oriental Medicine (instead of requiring both components). Amends the Illinois Roofing Industry Act. Removes a provision that exempts a person who has a certain type of license from the examination requirement, so long as (1) the license continues to be valid and is renewed before expiration and (2) the person is not newly designated as a qualifying party after July 1, 2003. Amends the Auction License Act. Adds a Section concerning the powers and duties of the Department of Financial and Professional Regulation. Repeals a Section requiring the appointment of a Director of Auction Regulation.

UTILITIES-SYNTHETIC NATURL GAS

Amends the Public Utilities Act. Provides that any gas utility may enter into a contract for up to 20 years of supply with any company for the purchase of synthetic natural gas (rather than a 20-year supply contract with any company for synthetic natural gas) produced from coal through the gasification process if the company has commenced construction of a coal gasification facility by July 1, 2009 (rather than July 1, 2008). Makes changes in factors used to determine whether the cost for synthetic natural gas is reasonable and prudent. Effective immediately.

REAL ESTATE APPRAISER LIC-MISC

Amends the Real Estate Appraiser Licensing Act of 2002. Makes changes throughout the Act that mark the transfer of authority to administer and enforce the Act to the Department of Financial and Professional Regulation (rather than the Office of Banks and Real Estate). Replaces "associate real estate appraiser" with "associate real estate trainee appraiser" throughout the Act. Changes the Real Estate Appraisal Board to the Real Estate Appraisal Administration and Disciplinary Board. Provides that a person who violates certain licensure provisions for a second or any subsequent time is guilty of a Class 4 felony. Sets forth additional education requirements for licensure under the Act. Removes a provision allowing a person who holds a valid license as a licensed real estate appraiser, issued pursuant to a predecessor Act, to convert that license to an associate real estate appraiser license. Removes a provision concerning licensed real estate appraiser's licenses issued pursuant to a predecessor Act and provides that an associate real estate trainee appraiser license may not be renewed more than 2 times. Adds a provision concerning temporary license suspension. Provides that an education provider may use an instructor who is a faculty member in good standing with an accredited college or university or community college or who is an approved appraisal instructor from an appraisal organization that is a member of the Appraisal Foundation. Makes other changes. Effective immediately.

Amends the Chicago Teacher Article of the Illinois Pension Code. Establishes a minimum retirement pension of $1,500 per month for teachers with at least 20 years of service credit in the Fund. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

PERFUSIONIST PRAC-RENW-CONT ED

Amends the Perfusionist Practice Act. Makes changes to a provision concerning the application of the Act as it relates to a new graduate performing perfusion services. Provides that license renewals shall take place on a 2-year cycle (rather than the renewal period being set by the Department of Financial and Professional Regulation). Sets forth additional renewal requirements, including requiring the Department to mandate that licensees under the Act complete 30 hours of continuing education during each 2-year period. Effective immediately.

INTERIOR DESIGN-TITLE-REGISTER

Amends the Interior Design Title Act. Changes the title of licensees under the Act from "interior designer" to "registered interior designer" and from "residential interior designer" to "registered residential interior designer" throughout the Act. Removes provisions that allow for the registration without examination of individuals that meet certain requirements. Makes other changes.
