Amends the Limited Liability Company Act. Provides that all fees collected under the provisions concerning a certificate of registration shall be deposited into the General Professions Dedicated Fund.

Amends the Illinois Architecture Practice Act of 1989. Changes various references from the Director of Professional Regulation to the Secretary of the Department of Financial and Professional Regulation. Changes provisions concerning the regulation of certain acts in performing architecture under a contract. Deletes a provision requiring the Illinois Architecture Licensing Board to submit a written report concerning the issuance or denial of licenses. In provisions concerning the examination of an applicant for a license, provides that if an applicant fails to apply within one year, the applicant shall be required to again take and pass the examination unless the Department upon recommendation of the Board determine that there is sufficient cause for the delay that is not due to the fault or the applicant. Contains provisions for the restoration of licensure for retired architects and authorizes the use of the title "Architect, Retired". Provides that the roster of licensees and registrants roster shall be organized by discipline and available by discipline upon request (instead of written request) and payment of the required fee. Changes provisions concerning the required notice to the Department for the termination of a managing agent. Changes provisions concerning the refusal, suspension, and revocation of licenses by the Secretary. Changes the fine imposed for unlicensed practice from $5,000 to $10,000. Adds provisions concerning the administration of oaths by the Secretary. Contains provisions concerning the restoration of a revoked or suspended license. Repeals a provision concerning the issuance of a license. Effective immediately.
Amends the Chicago Teacher Article of the Illinois Pension Code. Limits what the Board may reimburse for the cost of health care insurance coverage to 75% of the cost for recipients of a service retirement, disability retirement, or survivor's pension and removes other provisions limiting the reimbursement. Effective immediately.
Amends the Medical Practice Act of 1987 to allow a physician licensed to practice medicine in all its branches to delegate the use of a rigid and flexible endoscope to a speech-language pathologist that is licensed under the Illinois Speech-Language Pathology and Audiology Practice Act. Amends the Illinois Speech-Language Pathology and Audiology Practice Act to include the use of rigid and flexible endoscopes within the definition of "the practice of speech-language pathology". Effective immediately.
Amends the Illinois Petroleum Education and Marketing Act. Removes January 1, 2016 expiration date set for the Petroleum Resources Board. Effective immediately.
Amends the Video Gaming Act. Provides that, if a municipality or county prohibits video gaming pursuant to the Act, then the Board, with the cooperation of the Department of Revenue, shall impose a monthly surcharge in an amount determined by the Board that the municipality or county would have been contributing under the Act had the municipality or county not prohibited video gaming, which shall be based on the maximum amount of machines that may be located within the municipality or county. Provides that, if a municipality or county fails to remit the surcharge, then the amount of the monthly surcharge shall be deducted from any amounts certified to be allocated to the municipality or county from the Local Government Distributive Fund in the next consecutive monthly allocation. Makes conforming changes in the State Revenue Sharing Act. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Appropriates $5,000,000 from the Comprehensive Regional Planning Fund to the Department of Transportation for regional planning purposes. Effective immediately.
Amends the Chicago Teacher Article of the Illinois Pension Code. In provisions concerning the Board of Trustees of the Public School Teachers' Pension and Retirement Fund of Chicago's power to defray health insurance costs, increases the maximum total payments for that purpose to $100,000,000 (from $65,000,000) plus any amount authorized to be paid in the preceding year that was not actually paid by the Board, including interest earned thereon. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Structural Engineering Practice Act of 1989. Replaces "Director" with "Secretary". Replaces "Department of Professional Regulation" with "Department of Financial and Professional Regulation". Provides that whenever the Secretary is not satisfied that substantial justice has been done in an examination, the Secretary may order a reexamination by the same or other examiners. In a provision concerning the Board, changes total number of members to 7 (now, 6), requires that 6 members be Illinois licensed structural engineers (now, 5), limits term of service to 10 years in a lifetime (now, 14 consecutive years), and provides that members may receive compensation as determined by the Secretary. Provides that a structural engineer applicant must pass an examination authorized by the Department as determined by rule to receive a license as a structural engineer (now, examination is conducted by the Department). Provides that the Department may take disciplinary action against any person that commits certain tax violations. Provides that the Department shall deny a license or renewal to a person that has defaulted on an education loan or scholarship provided or guaranteed by the State. Provides that the Department or Board, upon a showing of possible violation of the Act, may order a licensee or applicant to submit to a mental or physical examination, or both, at the expense of the Department. Provides that refusal by the licensee or applicant to submit to the examination when directed, without reasonable cause as defined by rule, shall be grounds for the immediate suspension of the license or denial of the application. Provides that any licensee suspended by the Department as a result of such mental or physical examination shall be entitled to a hearing within 15 days after the suspension. Provides that the Department and Board shall have the authority to review the licensee's record of treatment and counseling regarding the relevant impairment or impairments to the maximum extent permitted by applicable federal statutes and regulations safeguarding the confidentiality of medical records. Defines "address of record". Makes other changes. Effective immediately.
Amends the Regulatory Sunset Act. Extends the repeal date of the Real Estate License Act of 2000 from January 1, 2010 to January 1, 2020. Effective immediately.
