Amends the Illinois Plumbing License Law. Authorizes a municipality with a population of 500,000 or more to provide for the registration of plumbing contractors by local ordinance. Allows plumbing contractors registered either (i) by the municipality under such an ordinance or (ii) by the Department under the Act to engage in the business of plumbing contractor anywhere in this State. Requires the municipality to maintain a current record of registered plumbing contractors. Preempts home rule with regard to the registration of plumbing contractors. Effective immediately.

Amends the Professional Engineering Practice Act of 1989. In a provision concerning exemption from the Act for services performed by certain business organizations, provides that the exemption shall not extend to the design of infrastructure utility systems or manufacturing processes of the business organization. Removes the exemption for services, for private use, of contractors or owners in the construction of engineering works or the installation of equipment. Defines "address of record". Provides that the Department may further define "direct supervision/responsible charge" by rule. Changes the definition of "professional engineering practice" to include the recognition, measurement, evaluation and control of "control systems". Provides that the Secretary must simply notify the Board prior to the Department issuing any final decision or order that deviates from any report or recommendations of the Board relating to qualifications of applicants, disciplinary actions, or promulgation of rules (now, the Secretary is required to provide written notice and wait 30 days for the Board's written comments). Allows the Department to exercise the functions, powers, or duties enumerated to it by the Act without first requiring the action and report in writing of the Board. In a provision concerning the Board, limits term of service to 10 successive years(now, 15), prohibits public member from being an employee of an engineering related field (now, an employee of the State), and provides that members may receive compensation as determined by the Secretary (now, shall receive compensation when attending Board meetings or meetings approved by the Secretary). Provides that an engineer shall be responsible for his or her seal and signature as defined by rule (now, signatures generated by computer shall not be permitted). Provides that the Department may take disciplinary action against any person that commits certain tax violations. Provides that the Department shall deny a license or renewal to a person that has defaulted on an education loan or scholarship provided or guaranteed by the State. Provides that the Department or Board may order a licensee or applicant to submit to a mental or physical examination, or both, for certain violations of the Act. Makes other changes. Effective immediately.
Amends the Downstate Firefighter Article of the Illinois Pension Code. Allows a person qualified to participate in a downstate firefighter pension fund who was mandatorily retired at age 65 pursuant to applicable law without having obtained 20 years of creditable service to be able to establish up to 5 years of creditable service for periods of employment under the Article for which creditable service is not otherwise established by contributing into the pension fund the amount that the firefighter would have contributed had deductions from salary been made for this purpose, plus interest thereon at the actuarially assumed rate, compounded annually, from the time the service was rendered until the date of payment. Allows the corporate authorities of a municipality that has mandatorily retired a firefighter at age 65 to add to the tax levy for pension purposes an amount equal to the projected cost of the employer contributions for a firefighter electing to establish the additional 5 years of creditable service. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Designates June 1, 2010 as Tony Cox Day in the State of Illinois.
Amends the Fire Equipment Distributor and Employee Regulation Act of 2000. Makes a technical change in the Section concerning license requirements.
Amends the Chicago Teacher Article of the Illinois Pension Code. Provides for a one-time increase in certain retirement and survivor's annuities. Declares it to be the public policy of this State and the intention of the General Assembly to protect annuitants against significant decreases in the purchasing power of retirement and survivor's annuities. Directs the retirement system to review and report on significant changes in purchasing power. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Chicago Teacher Article of the Illinois Pension Code. Provides that the Board of Education shall demand and direct and the city council of the city shall levy a tax of 0.1% annually upon all taxable property in the city. Provides that revenues derived from the tax shall be paid to the city treasurer of the city as collected and held by him or her for the benefit of the Public School Teachers' Pension and Retirement Fund of Chicago. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Medical Practice Act of 1987. Provides that in determining what action to take or whether to proceed with prosecution of a complaint, the Complaint Committee shall consider any recommendation made by the Department. Sets forth criteria that the Medical Licensing Board may consider in making a determination of professional capacity, and makes other changes concerning professional capacity. Makes a change concerning a visiting professor permit. Changes references from "licensure without examination" to "licensure by endorsement". Makes a change concerning requiring an examination. Requires the State's Attorney of each county to report to the Disciplinary Board, within 5 days after a conviction, all instances in which a person licensed under the Act is convicted of any felony or a class A misdemeanor for an act or conduct similar to an act or conduct that would constitute grounds for disciplinary action (now, the State's Attorney must report all instances in which a licensee is convicted or otherwise found guilty of any felony). Allows the disclosure of certain confidential information to a medical licensing authority of another state or jurisdiction in certain instances. Makes other changes. Repeals a Section concerning the practice of medicine by persons licensed in any other state who have applied to the Department of Financial and Professional Regulation for a license to practice medicine in all of its branches. Effective immediately.
Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the short title of the Code.
Amends the Illinois Professional Land Surveyor Act of 1989. Replaces all references to "Director" with "Secretary". Allows the Department to exercise the functions, powers, or duties enumerated to it by the Act without first requiring the action and report in writing of the Board. Provides that the Secretary may consider the advice and recommendations of the Board on issues involving standards of professional conduct, discipline and qualifications of the candidates and licensees under this Act (now, the Secretary shall consider). Provides that the Department may license an applicant who is licensed as a land surveyor in another state, U.S. jurisdiction, or foreign country, provided that he or she meets certain requirements. Provides that the Department may take disciplinary action against any person that commits certain tax violations. Provides that the Department or Board may order a licensee or applicant to submit to a mental or physical examination, or both, for certain violations of the Act. Provides that the Department shall deny a license or renewal to a person that has defaulted on an education loan or scholarship provided or guaranteed by the State. Provides that the Department may suspend or revoke a license, or deny a license or renewal, or take any other disciplinary action against a person who is more than 30 days delinquent in the payment of child support if the Department of Healthcare and Family Services has certified the delinquency to the Department. Provides that the Secretary may, through the Attorney General or the State's Attorney of the county in which a violation is alleged to have occurred, petition for an order enjoining a violation or for an order enforcing compliance with this Act. Defines "address of record". Makes other changes. Effective immediately.
