Amends the Fire Protection District Act. Provides that any trustee of a fire protection district who completes a training program on fire protection district administration approved by the Office of the State Fire Marshal may receive additional compensation.

Amends the Illinois Vehicle Code. Provides for the issuance of Illinois Police Association license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $25 at original issuance and at renewal. Provides that $10 of the additional original issuance fee and $23 of the renewal fee shall be deposited into the Illinois Police Association Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation, the moneys in the Illinois Police Association Fund shall be paid as death benefits for the families of police officers killed in the line of duty, and for providing scholarships, for graduate study, undergraduate study, or both, to children and spouses of police officers killed in the line of duty. Amends the State Finance Act to create the Illinois Police Association Fund.
Creates the War on Terrorism Veterans Act. Provides that a memorial honoring persons who earned the Southwest Asia Service Medal serving in either Operation Enduring Freedom or Operation Iraqi Freedom may be constructed by a private entity on a portion of the State property in Oak Ridge Cemetery. Effective immediately.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning financial exploitation of an elderly person.
Amends the Illinois Identification Card Act and the Illinois Vehicle Code. Provides that an optometrist may determine visual disability for purposes of issuing a Disabled Person Identification Card or disability license plates or decals.
Amends the Burn Injury Reporting Act. Repeals a Section of the Act that would have repealed the Act on January 1, 2009. Effective immediately.
Urges the United States Congress to support a ban on the sale of novelty cigarette lighters that resemble toys.
Urges the Department of Human Services to consult with legislators, recipients of in-home personal care services, and caregivers in determining whether to change the Department's rules to allow payment to spouses for providing those services.
Amends the Department of Public Health Powers and Duties Law. Subject to appropriation, directs the Department to establish a statewide network of cord blood stem cell banks. Sets forth requirements and duties of donor banks. Creates an advisory committee to advise the Department concerning administration of the network. Effective immediately.
