UTILITIES-COMPETITION-ANALYSIS

Amends the Public Utilities Act. Includes in the criteria for a utility to obtain a certificate of public conveyance and necessity that it may demonstrate to the Illinois Commerce Commission that the proposed construction is required to promote the development of an effectively competitive electricity market. Includes the promotion of the development of an effectively competitive electricity market within the criteria for authorizing additions, extensions, repairs, or improvements to, or changes in, the existing plant, equipment, apparatus, facilities, or other physical property of any public utility or of any 2 or more public utilities.

DISPOSABLE LIGHTER SURCHARGE

Creates the Disposable Lighter Surcharge Act. Requires each wholesaler of disposable cigarette lighters to be sold and delivered in Illinois to collect a surcharge of $0.25 per lighter and pay the collected surcharge to the Department of Revenue. Requires each wholesaler of disposable cigarette lighters to make a monthly return to the Department. Requires the Department to deposit the surcharge proceeds into the Fire Truck Revolving Loan Fund, the Ambulance Revolving Loan Fund, and the Fire Service and Small Equipment Fund. Sets forth procedures for the administration of the surcharge. Provides that any wholesaler that violates the Act is guilty of a Class 4 felony. Provides that the Act is repealed on June 30, 2013. Amends the State Fire Marshal Act and the State Finance Act. Requires the Office of the State Fire Marshal to establish and administer a program to award grants to fire departments and fire protection districts for the purchase of small fire-fighting equipment. Creates the Fire Service and Small Equipment Fund. Effective July 1, 2007.

SOCIAL WORK PRAC-SUNSET-MISC

Amends the Regulatory Sunset Act to change the repeal date of the Clinical Social Work and Social Work Practice Act from January 1, 2008 to January 1, 2018. Amends the Clinical Social Work and Social Work Practice Act. Replaces "Department of Professional Regulation" with "Department of Financial and Professional Regulation" and "Director of the Department of Professional Regulation" with "Secretary of Financial and Professional Regulation" throughout the Act. Adds a provision concerning an applicant's or licensee's change of address. Provides that a civil penalty of $10,000 (rather than $5,000) shall be imposed upon an individual for each offense of unlicensed practice. Makes changes to provisions concerning licensure, licensure by endorsement, grounds for disciplinary action, rehearing, and the appointment of a hearing officer. Makes other changes. Effective immediately.

OFF-HIGHWAY TRAILS FUND

Amends the Recreation Trails of Illinois Act. Provides for certain disbursements from the Off-Highway Vehicle Trails Fund notwithstanding any other provision of law to the contrary adopted after the effective date of the Act. Effective immediately.

GREEN GOVERNMENTS ILLINOIS

Creates the Green Governments Illinois Act. Provides for the creation of the Green Governments Coordinating Council and sets out the composition and responsibilities of the Council. Gives the Council the authority to solicit and receive grants to fulfill the Council's functions and to solicit, use, and publish advice and information to assist in the Council's duties. Provides that participation in the Green Governments Illinois program by units of State and local government and educational institutions is voluntary. Sets out responsibilities of State agencies under the Act. Provides that a member of the Lieutenant Governor's staff shall be responsible for the establishment and maintenance of a Green Governments Illinois website with specified content. Effective immediately.

LIBRARIES-WORKING CASH

Amends the Public Library District Act. Provides that the balance in the working cash fund may not exceed 0.2% of the equalized assessed value of the taxable property in the district (instead of 0.2% of the equalized assessed value of taxable property for the year the fund was established or, for funds established after January 1, 1979, for the year 1978). Provides that the library district board may invest temporarily idle moneys from the district's working cash fund. Provides that the interest earned from the investments may be transferred to the general fund or may remain in the working cash fund, provided that the balance of the working cash fund does not exceed the statutory maximum. Provides that, if a working cash fund is abolished, it may be reestablished in the same manner as the fund was originally created. Effective immediately.

DCEO-SMART CITIES GRANTS

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department shall establish and administer a program to make grants to municipalities for urban preservation and redevelopment and for green technology.

DCEO-GREEN CITIES GRANTS

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department shall establish and administer a program to make grants to municipalities whose buildings conform with the United States Green Building Council's Leadership on Energy and Design (LEED) rating system.
