Amends the senior citizens homestead exemption provisions in the Property Tax Code. Provides that beginning with assessment year 2003, for taxes payable in 2004, property that is first occupied as a residence after January 1 of any assessment year by a person who is eligible for the senior citizens homestead exemption must be granted a pro-rata exemption for the assessment year. The amount of the pro-rata exemption is the senior citizens homestead exemption allowed in the county divided by 365 and multiplied by the number of days during the year the property is occupied as a residence by a person eligible for the exemption. The chief county assessment officer must adopt reasonable procedures to establish eligibility for the pro-rata exemption. Amends the State Mandates Act to restate that the senior citizens homestead exemption is exempt from the requirements of the State Mandates Act and further amends the Property Tax Code to state that the senior citizens homestead exemption is exempt from the requirements of the State Mandates Act. Effective immediately.

Amends the Township Code. Provides that a trade-in of machinery or equipment on new or different machinery or equipment does not constitute a sale of township or road district property. Increases to $5,000 or less (now, $200 or less) the value of personal property which does not require the adoption of a resolution of the intent to sell or lease the property. Effective immediately.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Beginning on July 1, 2003, exempts fire protection districts from paying the tax imposed by these Acts on motor fuel purchased for use in fire trucks. Amends the Motor Fuel Tax Law. Beginning on July 1, 2003, exempts fire protection districts from paying the 19 cents per gallon tax on motor fuel (21.5 cents per gallon for diesel) purchased for use in fire trucks. Provides that the exemptions are not subject to the sunset provisions of the Acts. Effective July 1, 2003.
Amends the Illinois Controlled Substances Act. Provides that the presence of a methamphetamine manufacturing chemical in a sealed, factory imprinted container at the time of seizure by law enforcement is prima facie evidence that the methamphetamine manufacturing chemical located within the container is in fact the chemical so described and in the amount and dosage listed on the container.
Amends the Illinois Controlled Substances Act. Makes technical changes in the short title Section.
Amends the Unified Code of Corrections. Makes a technical change in a Section requiring the Department of Corrections to designate those institutions and facilities that are maintained for persons assigned as adults and as juveniles.
Amends the State Treasurer Act. Provides that the Treasurer and the State Fire Marshal shall administer a fire truck revolving loan program to provide zero interest loans for the purchase of fire trucks by a fire department or fire protection district. Provides that the Treasurer shall make loans based on need, as determined by the State Fire Marshal, and that the loan funds, subject to appropriation, shall be paid out of the Fire Truck Revolving Loan Fund, a special fund in the State treasury. Provides that (i) a loan for the purchase of fire trucks may not exceed $250,000 to any fire department or fire protection district; (ii) the repayment period for the loan may not exceed 20 years; and (iii) the fire department or fire protection district must repay each year at least 5% of the principal amount borrowed or the remaining balance of the loan, whichever is less. Provides that the Treasurer and the State Fire Marshal shall adopt rules to administer the program. Amends the State Finance Act to create the fund. Effective immediately.
Extends the Ronald Reagan Trail to include those portions of U.S. Route 34 from Princeton, through Galesburg, to Monmouth. Designates Illinois Route 50 in Bradley Illinois, from North Street to Larry Power Road, the Kenneth P. Hayes Memorial Highway.
