Amends the Illinois Development Finance Authority Act. Adds a caption to the short title Section.

Amends the Nursing Education Scholarship Law. Authorizes scholarships for registered nurses pursuing graduate degrees in nursing and to students in areas identified as designated shortage areas. Provides that 20% of scholarships shall be for recipients pursuing graduate degrees and reduces percentages for other recipients. Removes provisions concerning scholarships for pursuing a hospital-based diploma in nursing.
Amends the Juvenile Court Act of 1987. Provides that proof that a minor was present in a structure or vehicle in which the minor's parent, custodian, or guardian was involved in the manufacture of methamphetamine constitutes prima facie evidence of abuse and neglect.
Amends the Higher Education Student Assistance Act. Provides that if the recipient of an Illinois National Guard Grant ceases to be a member of the Illinois National Guard while enrolled in a course of study under that grant but (i) has served in the Illinois National Guard for at least 5 years and (ii) has served a cumulative total of at least 6 months of active duty, then that recipient shall continue to be eligible for a grant for one year after membership in the Illinois National Guard ended, provided that the recipient has not already received the exemption from tuition and fees for the equivalent of 4 years of full-time enrollment. Effective immediately.
Directs the Auditor General to conduct a study of the relative cost of State employee travel, during Fiscal Year 2004, between Chicago and Springfield and other specified locations, by air, automobile, and AMTRAK.
Urges the Department of Public Health to immediately take all steps necessary to develop new Emergency Medical Technician examinations.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires the Department to establish and administer a nursing workforce database. Provides that the objective of establishing the database shall be the collection and analysis of data that is related to nursing and to the nursing workforce, so that conclusions may be drawn relating to current nursing supply, demand, and workforce concerns in the State and to future workforce projections and needs. Sets forth the information that must be contained in the database. Provides that no later than January 15, 2006, the Department shall submit a report to the Governor and members of the General Assembly regarding the development of the database and the effectiveness of its use.
Amends the Illinois Municipal Code. Provides that the corporate authorities of a municipality may establish a scattering garden in a municipal cemetery for the purpose of scattering cremated remains.
Amends the Use Tax Act. Provides that "gasohol" means motor fuel that is at least (now, no more than) 90% gasoline and no more than (now, at least) 10% denatured ethanol that contains no more than 1.25% water by weight. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning the State aid formula.
