EMERG TEL SYS FUND-TRANSFERS

Amends the Emergency Telephone System Act. Authorizes the transfer of moneys in the Emergency Telephone System Fund to a participating fire protection district to reimburse volunteer firefighters who man remote telephone switching facilities when dedicated 9-1-1 lines are down. Makes other changes.

RENEWABLE FUELS-GOALS

Amends the Illinois Renewable Fuels Development Program Act. Sets forth goals for the use of denatured ethanol as a blending agent to produce gasohol and majority blended ethanol as follows: a minimum of 15% of all taxable gasoline sold in Illinois beginning January 1, 2012 and a minimum of 20% beginning January 1, 2017. Effective immediately.

PEN CD-ART 4-ON-CALL SERVICE

Amends the Downstate Firefighter Article of the Illinois Pension Code. Allows a firefighter to establish creditable service for up to 3 years of service as an on-call firefighter at the rate of one year of creditable service for each 5 years of time spent as an on-call firefighter for a municipality, township, or fire district. Requires the employing municipality to consent to the establishment of the creditable service and the payment of employee contributions. Provides that "on-call firefighter" includes any firefighter, whether or not he or she is compensated, who is not qualified to participate in a pension fund established under the Code in that capacity. Effective immediately.

MUNI CD-POLICE AND FIRE

Amends the Illinois Municipal Code. Provides that the term of office for the chief of police may exceed that of the mayor or president of the municipality. Provides that the chief of police and the chief of the fire department may be removed or discharged from office only for just cause. Requires any candidate for the position of chief of police to be certified as a police officer by the Illinois Law Enforcement Training Standards Board or hold a valid waiver issued by that Board.

ALT FUELS-WEB INFORMATION

Creates the Promote Illinois Ethanol and Biodiesel Act. Provides that each State agency that maintains an Internet website may, subject to appropriation, include hypertext links to websites containing information on ethanol and biodiesel fuels. Provides that the websites of the following entities may be linked on State agency websites: (i) Illinois agricultural or health related organizations; and (ii) national agricultural, renewable fuel, or health related organizations. Provides that "State agency" means any department, office, commission, board, or authority within the State executive branch, and includes State-supported universities and colleges and the Illinois Building Authority. Effective immediately.

CRIM PRO-HEARSAY

Amends the Code of Criminal Procedure of 1963. Provides that if a defendant is accused of child pornography or aggravated child pornography or the defendant is accused of first degree murder or second degree murder when the commission of the offense involves sexual penetration or sexual conduct, evidence of the defendant's commission of another such offense or evidence to rebut that proof or an inference from that proof, may be admissible (if that evidence is otherwise admissible under the rules of evidence) and may be considered for its bearing on any matter to which it is relevant. Provides that (1) testimony by the victim of an out of court statement made by the victim that he or she complained of such act to another; and (2) testimony of an out of court statement made by the victim describing any complaint of such act or matter or detail pertaining to any act which is an element of an offense which is the subject of a prosecution for a sexual or physical act against that victim are admissible as exceptions to the hearsay rule in prosecutions for any sex offense as defined in the Sex Offender Registration Act.
